Rick's Biography 

Richard P. Weiland, Chief Executive Officer


Rick Weiland (WHY-land) became Chief Executive Officer of the International Code Council in 2006, after serving for three years as the Code Council’s Chief Operating Officer. During his tenure the Code Council has seen a growth in Membership, an increased profile within the community of non-profit organizations, and increased stature in areas ranging from sustainability to disaster support to general public safety issues. He has led the Code Council’s first efforts into promoting federal legislation to benefit building departments, and has streamlined a number of programs resulting in cost savings and increased efficiencies.

Rick has worked to apply the Code Council’s mission of building safety to the world of green construction, leading the effort to establish the first code to address green buildings, the new International Green Construction Code. He has also focused on strengthening the ICC Foundation and its new mission of providing scholarship support for Members to attend code hearings. He continues to advocate for a higher profile of code officials through engagement with federal agencies and heads of industry and non-profit organizations, and through ongoing promotion of federal legislation that recognizes the role the I-Codes play in creating safer and more sustainable communities.

Rick’s work as an executive in the public and not‐for‐profit sectors over the past two decades has given him regular exposure to the issues and concerns of local and state government officials along with ordinary citizens. His previous positions include State Director for the AARP, Regional Director at the Federal Emergency Management Agency, and State Director and Senior Advisor to a United States Senator and Senate Leader Tom Daschle. As a public servant, non‐profit advocate and former Congressional candidate, Rick has provided a strong voice for working families, safe and sustainable communities, disaster mitigation, law enforcement, and senior citizens. His positions have earned him the endorsements of the Fraternal Order of Police, the National Education Association, The Committee to Preserve and Protect Social Security, and numerous labor unions.

Rick’s commitment to creating stronger communities extends to his volunteer work, serving on various boards and commissions including the South Dakota Habitat for Humanity organization. He and his wife have five children and live in Sioux Falls, South Dakota.
