Low-Carbon Alternative Cements Consensus Committee (IS-LCCC)

ICC 1155 Standard for Low-Carbon Alternative Cements Used in Concrete

The first edition of ICC 1155 is being developed under the Code Council’s ANSI Accredited Consensus Procedures.

The Code Council is developing this new performance standard for the assessment of low-carbon alternative cements used in concrete. The cement industry is responsible for about 8% of the CO2 emissions for the globe.  With the increased attention to the effects of global CO2 production, there is a need for low carbon alternative cement that has the proper physical properties in accordance with model building codes and the referenced standards within.  A standard will provide requirements for those physical properties that could be referenced in the International Building Code (IBC).

A call for committee has been posted to solicit committee members of various interest categories to create balance on the committee in accordance with ANSI’s Essential Requirements. The ICC Board of Directors will make all final appointments.

The Code Council adheres to openness and transparency in our Standards development process. All ICC Standards committee meetings are open to the public. Any interested party can participate in committee meetings and can be considered by the committee for membership on any work-group that the committee creates.

Please contact the staff secretariat, Will Utsey, P.E., Regional VP of Engineering, wutsey@icc-es.org if you wish to be placed on the "interested party" list and receive information on how to participate in the public committee meetings or join a work group created by the committee.

Magnesium Oxide Board Consensus Committee (IS-MGOB)

ICC 1125 Standard for Classification of Magnesium Oxide Boards and Construction

The first ICC 1125 Committee meeting will be on Tuesday, May 7th, from 12:00 p.m. to 1:00 p.m. (central time).  Interested parties can contact LaToya Carraway lcarraway@iccsafe.org and Jason Toves jtoves@iccsafe.org  to get the connection information for the meeting and to be included in future committee emails.

The first edition of ICC 1125 is being developed under the Code Council’s ANSI Accredited Consensus Procedures.

The Code Council is developing this new standard to be referenced in the I-Codes. In response to feedback from industry, the Code Council identified that a North American product standard for building and construction uses of Magnesium Oxide (MgO) boards does not exist, and the product is viewed as unique to each manufacturer.  MgO board usage in North American construction is growing, and an industry standard to establish minimally acceptable performance levels to ensure proper MgO board performance in buildings is needed.

A call for committee was posted with an application deadline of October 13, 2023 to solicit committee members of various interest categories to create a balanced committee in accordance with ANSI’s Essential Requirements. The ICC Board of Directors made the final appointments at the March 2024 meeting.

The committee will have an orientation meeting on April 5, 2024 in preparation of beginning the development of the standard.

The Code Council adheres to openness and transparency in our Standards development process. All ICC Standards committee meetings are open to the public. Any interested party can participate in committee meetings and can be considered by the committee for membership on any work-group that the committee creates.

Please contact the ICC staff secretariats, Jason Toves, Sr. Technical Staff, jtoves@iccsafe.org or LaToya Carraway, Technical Staff, lcarraway@iccsafe.org if you wish to be placed on the "interested party" list and receive information on how to participate in the public committee meetings or join a work group created by the committee.

ICC Residential Seismic Assessment and Retrofit Standard Consensus Committee
(IS-RSARC)

ICC 1300 Standard for the Vulnerability-Based Seismic Assessment and Retrofit of One- and Two-Family Dwellings

As an ANSI Accredited standards developing organization, the Code Council has completed development of new ICC 1300-2024, Standard for the Vulnerability-Based Seismic Assessment and Retrofit of One- and Two-Family Dwellings. This committee has the primary responsibility for the development of minimum requirements to safeguard the public health, safety, general welfare by providing a methodology for the identification, evaluation and retrofit of specific known vulnerabilities for one- and two-family wood light-frame dwellings up to 2 stories in height located in Seismic Design Categories B through E. This includes the use of the best available seismic numerical modeling tools and engineering practices to assist in development of assessment methods and to identify retrofit criteria to best achieve targeted performance objectives.  Use of the provisions is anticipated to improve earthquake performance but is not necessarily intended to prevent earthquake damage. Also included is the evaluation and retrofit of masonry chimneys attached to 3 story buildings.

The Residential Seismic Assessment and Retrofit Standard Consensus Committee (IS-RSARC) was appointed by the ICC Board of Directors in June 2020 and has primary responsibility for the development as an American National Standard. All standards development is subject to ICC's ANSI Approved Consensus Procedures.

The Code Council adheres to openness and transparency in our Standards development process. All ICC Standards committee meetings are open to the public. Any interested party can participate in committee meetings and can be considered by the committee for membership on any work-group that the committee creates.  Interested parties will be notified by email of standards activities related to IS-RSARC, including committee meetings, sub-group meetings and the availability of standard development documentation. If you wish to be placed on the “interested parties” list for the development of these standards, please email the IS-RSARC, ICC Secretariat Samhar Hoz at shoz@iccsafe.org.

The first public Webex meeting of the IS-RSARC committee was held on October 16, 2020.

The most recent meeting of the committee was held on May 24, 2023.  The meeting minutes pending committee approval is posted below.

The committee approved all changes to the draft on May 24, 2023 and moved to post for the second ANSI public comment period which concluded on November 6, 2023 with no comments received. ICC 1300-2024 received ANSI Approval on February 8, 2024 and will be available in the ICC Store shortly. The Code Council would like to thank the committee for their diligence and expertise in developing this important standard.

Code Council Committee on Healthcare (CHC)

Meeting Announcement

The Committee on Healthcare will soon begin meeting for development of proposals for the 2027 I-codes. See the meeting agenda, minutes and meeting information below for additional information.  If you need additional information or want to be listed as an interested party and receive meeting reminders and information, please contact the Committee on Healthcare secretariat, Kimberly Paarlberg, kpaarlberg@iccsafe.org.

In 2011, the ICC Board established the Ad Hoc Committee on Healthcare to study and develop effective and efficient provisions for Hospital and Ambulatory Care Facilities. This committee was formed in cooperation with the American Society for Healthcare Engineering (ASHE). The objective of this committee is to develop code change proposals to the International Codes which will result in the most contemporary, effective and efficient provisions for hospital and ambulatory care facilities to assure the highest level of safety for all users of such facilities.

Effective July 14, 2017, the ICC Board changed the committee type from an ad hoc committee to a standing committee (See Council Policy 7 Committees and Members for a discussion on committee types) and expanded the scope to include the following types of occupancies and facilities: Hospitals;  Ambulatory Care Facilities; Nursing Homes; Care facilities as regulated by the Centers for Medicare & Medicaid Services (CMS); and occupancy types that fall under the facilities covered by CMS as of July 14, 2017.

If you wish to be placed on the “interested party” list for this committee, contact the ICC Secretariat, Kim Paarlberg, Senior Staff Architect. Interested parties will be notified by e-mail of activities related to this committee.

FINAL REPORT OF THE LTCDP:  The Board Committee on the Long Term Code Development Process (LTCDP) has concluded their work. The Code Council Board thanks the committee for their hard work and perseverance working through the pandemic and has sun set the committee.  Click here for the Final Report.

HISTORY

In September 2016, the International Code Council Board of Directors recognized the need for a formal process that allows stakeholders to provide feedback on the code development process.

The feedback was summarized and posted for comment.

In 2017, the Board reviewed stakeholder feedback and took the actions noted in the report, “Board Action on Feedback/Comments on the ICC Code Development Process." As part of this report, preliminary draft revisions to Council Policy 28 (CP 28): Code Development were posted for comment. Changes to CP 28 were made by the Board in September 2017. Board actions were only intended for implementation in the 2018/2019 cycle.

Included in the feedback were proposed long-term structural changes to the code development process. The Board created a Board-level committee to follow the implementation of the new changes in the 2018/2019 cycle. With the completion of the 2018 Group A cycle, the Board established the Board Committee on the Long-Term Code Development Process (also known as the “Blue Ribbon Committee”).

FINAL REPORT OF THE AH BSS Committee:  The Ad Hoc Committee on Building Safety and Security (AH BSS) has concluded its work. The Code Council Board thanks the committee for their hard work and perseverance working through the pandemic and has sun set the committee. Click here for the Final Report.

The International Code Council Board of Directors established an ad hoc committee to comprehensively explore and assess building safety and security. Building safety is an issue of upmost importance to our families and communities as we tackle outdated facilities, fire safety concerns, active shooters and other emergency situations. The design, layout and building features in new and existing buildings can have an impact on both safety and security. Safety and security touches a myriad of code regulations as well as considerations which go beyond compliance. To read the press release, click here.
