Obtain appropriate licenses and certification as required.

 
02. CONTAMINATED SOIL (Content Area) 8%
  0201. Temporary on-site management of Contaminated Soil (Task) 5%
Isolate contaminated soil and determine temporary on-site management.
 
 

0202. Treatment / Disposal of Contaminated Soil (Task) 3%
Determine treatment options and disposal methods.

 
03. HEALTH AND SAFETY FOR UST WORKERS (Content Area) 15%
  0301. Control of Vapors and Sources of Ignition (Task) 8%
Identify and control concentrations of flammable or combustible vapors before repairing, decommissioning or tank and pipe tightness testing. Use breathing support devices when necessary. Remove sources of ignition within distances required.
 
  0302. Excavation Safety (Task) 2%
When working around excavations, verify that excavation walls are sloped properly for the soil conditions, that excavations provide adequate space for workers and means of exit, and that excavations are properly fenced or barricaded for protection of the public.
 
  0303. Personal Safety Equipment (Task) 2%
Observe safety precautions and use personal safety equipment necessary for the work involved in, including the use of protective clothing, breathing support devices and other equipment.
 
 

0304. Health Safety Regulations and Site Safety Plan (Task) 3%
Review applicable OSHA and state health and safety regulations pertaining to a site safety plan. Prepare a site safety plan identifying potential hazards and describing monitoring and personal protective equipment requirements, emergency procedures and other information. Provide field workers under the supervision of the site assessor with the site safety plan.

 
04. BACKGROUND DATA (Content Area) 13%
  0401. Determine Conditions (Task) 2%
Determine conditions for conducting UST site check/site assessment. Interview the owner/operator or tank removal contractor to determine the reason(s) for the site check/site assessment.
 
  0402. Identify Regulations (Task) 1%
Review regulatory requirements for sampling, analyzing and reporting results of UST site checks/site assessments. Coordinate with tank owner/operator and/or decommissioning contractor to determine that required permits for tank removal or abandonment have been obtained. Identify the regional office to send the site check/site assessment report to.
 
  0403. Review UST System Data Including Site History and Land Use (Task) 2%
Interview the owner/operator and review site history including available plans, specifications and other information to determine UST system layout, previously stored substances, tank age, previous work done on the UST system, previous releases, tank type, pump system, adjacent utilities and structures and other relevant information. Obtain site information from Washington State Department of Ecology. Obtain historical information on any reported contamination on surrounding properties
 
 

0404. Review Geological & Hydrogeological Data (Task) 8%
Obtain and review existing data from soil maps, boring logs and other appropriate sources to obtain information on soil characteristics, seasonable groundwater elevations and other relevant information.

 
05. Field Observations (Content Area) 18%
  0501. Field-Verify Background Data (Task) 7%
Field-verify and modify background data including observing and noting actual location of tanks, piping, dispensers and adjacent structures. Field verify soil and groundwater conditions.
 
  0502. Location of Utilities (Task) 3%
Confirm that all underground utilities in the vicinity of the UST system have been located and marked off.
 
  0503. Visual Inspection for Release (Task) 3%
Look for any direct evidence of a release in the tank excavation pit, in the piping trenches, and around the vent and fill areas. Look for indirect evidence of a release such as severe corrosion in removed tanks or indications of previous spills.
 
 

0504. Document Conditions (Task) 5%
Document conditions observed during a site check/site assessment. Photo-document observed conditions such as tank condition upon removal, conditions in the excavation, etc.

 
06. Sampling (Content Area) 25%
  0601. Field Sampling Plan (Task) 1%
Based on background data and Ecology requirements, prepare a field sampling plan. Determine if additional sampling is required under local regulations.
 
  0602. Sampling Locations (Task) 3%
Determine preliminary sampling locations based on field sampling plan. Modify field sampling plan, if necessary, based on the actual UST system layout, hydrogeological conditions and any evidence of a release discovered during onsite field observations.
 
  0603. Sampling Methods (Task) 3%
Determine the most appropriate sampling technique or techniques to be used to collect soil and/or groundwater samples.
 
  0604. Analytical Methods (Task) 2%
Determine the appropriate analyses, analytical methods based on the substance or substances historically stored in the UST system.
 
  0605. Field Screening (Task) 3%
Use field screening to aid in identifying specific sampling locations.
 
  0606. Soil and/or Groundwater Samples (Task) 8%
Collect soil and/or groundwater samples using proper sampling techniques and procedures.
 
  0607. Transportation of Samples (Task) 2%
Transport samples to laboratory using proper chain-of-custody sample containers and preservation methods.
 
 

0608. Coordination with Laboratory (Task) 3%
Coordinate with laboratory regarding analyses methods, holding times and QA/QC procedures.

 
07. Evaluate Lab Analyses and Report Results (Content Area) 14%
  0701. Evaluate Results of Lab Analysis (Task) 1%
Compare the sample results to action levels in MTCA. If the concentration in any of the samples is above the appropriate action level a confirmed release has occurred.
 
  0702. Reporting of a Confirmed Release (Task) 5%
Notify the owner/operator of reporting requirements for UST releases and report confirmed release to Ecology in accordance with WAC 173-360.
 
 

0703. Site Assessment Report (Task) 8%
Prepare and submit a report which documents the results of the site check/site assessment and the procedures used to obtain results in accordance with WAC 173-360.
