01. PERMITS, RECORDS AND REPORTING (Content Area) 9%
  0101. Tank Permits (Task) 2%
Obtain tank permits, and appropriate permits for installation of the UST system. Notify the fire Marshal when required.
 
  0102. Licenses and Certification (Task) 2%
Obtain appropriate licenses as required.
 
  0103. System Closure Records (Task) 2%
Report petroleum releases as required. Notify DEQ of a release within the required time limit.
 
  0104. Reporting of Releases and Initial Response (Task) 3%
Report system leaks as required. Notify the tank owner/operator that a "failed" test must be reported as a suspected release to the appropriate state agency within 24 hours. Stop further release of hydrocarbons. Mitigate fire/explosion hazards.

  0201. Contaminated Soil Storage and Handling (Task) 3%
Properly handle, store and permit contaminated soil.

03. HEALTH AND SAFETY FOR TANK WORKERS (Content Area) 19%
  0301. Control of Vapors and Sources of Ignition (Task) 13%
Identify and control concentrations of flammable or combustible vapors before repairing, decommissioning or tank and pipe tightness testing. Use breathing support devices when necessary. Remove sources of ignition.
 
  0302. Personal Safety and Personal Safety Equipment (Task) 1%
Observe safety precautions and use personal safety equipment necessary for the work involved in, including the use of protective clothing, safety line and other recommended equipment.
 
 

0303. Health and Safety Regulations (Task) 5%
Review applicable OSHA and state health and safety regulations.

 
04. BACKGROUND DATA (Content Area) 17%
  0401. Identify Regulations (Task) 1%
Review regulatory requirements for sampling, analyzing and reporting results of UST site checks/site assessments. Coordinate with tank owner/operator and/or decommissioning contractor to determine that required permits for tank removal or abandonment have been obtained. Identify the regional office to send the site check/site assessment report to.
 
  0402. Review UST System Data Including Site History and Land Use (Task) 3%
Interview the owner/operator and review site history including available plans, specifications and other information to determine UST system layout, previously stored substances, tank age, previous work done on the UST system, previous releases, tank type, pump system, adjacent utilities and structures and other relevant information. Obtain site information from Washington State Department of Ecology. Obtain historical information on any reported contamination on surrounding properties
 
 

0403. Determine Site Characteristics and Cleanup Standards (Task) 13%
Obtain and review existing data from soil maps, boring logs and other appropriate sources to obtain information on soil characteristics, seasonable groundwater elevations and other relevant information. Determine applicable standards for cleanup.

 
05. SITE ASSESSMENT AND CHARACTERIZATION (Content Area) 5%
  0501. Determine Nature and Quantity of Release (Task) 3%
Look for any direct evidence of a release in the tank excavation pit, in the piping trenches, and around the vent and fill areas. Look for indirect evidence of a release such as severe corrosion in removed tanks or indications of previous spills.
 
 

0502. Document Conditions (Task) 2%
Document conditions observed at the location. Photo-document observed conditions such as tank condition upon removal, conditions in the excavation, etc. Determine what cleanup methods are appropriate. Submit initial site characterization report to the proper agency.

 
06. SAMPLING AND EVALUATION (Content Area) 42%
  0601. Identify Type of Samples to be Collected (Task) 7%
Based on site conditions, determine soil or groundwater samples to be collected.
 
  0602. Determine Sampling Locations (Task) 8%
Determine preliminary sampling locations based on regulatory requirements, UST system layout, hydrogeological conditions and any evidence of a release discovered during onsite field observations.
 
  0603. Determine Sampling Methods (Task) 3%
Based onsite conditions, determine the most appropriate sampling technique or techniques to be used to collect soil and/or groundwater samples.
 
  0604. Determine Analytical Methods (Task) 8%
Determine the appropriate analyses, analytical methods based on the substance or substances historically stored in the UST system.
 
  0605. Conduct Field Screening (Task) 2%
Use field instruments to aid in identifying specific sampling locations.
 
  0606. Collect Soil and/or Groundwater Samples (Task) 2%
Collect soil and/or groundwater samples using proper sampling techniques and procedures.
 
  0607. Transport Samples (Task) 2%
Transport samples to laboratory using proper chain-of-custody sample containers and preservations methods.
 
  0608. Coordinate with Laboratory (Task) 2%
Coordinate with laboratory regarding analyses methods, holding times and QA/QC procedures.
 
 

0609. Evaluate Lab Analysis and Cleanup (Task) 8%
Compare the sample results to action levels in MTCA to establish that a confirmed release has occurred if the concentration in any of the samples is above the appropriate action level.
