Legacy and State Certification Examination Services

The Legacy and State Certification Program was established to provide a mechanism for:

  1. individuals to demonstrate their knowledge of construction codes, standards and practices in specific states, and
  2. jurisdictions to partially evaluate individuals for knowledge of various construction codes, standards and practices.

Some jurisdictions have not yet adopted all of the International Codes and still use codes such as the 2003 International Building Code, the National Building Code, the National Fire Prevention Code, the National Standard Plumbing Code, the Uniform Plumbing Code, and the Uniform Mechanical Code. These codes are generally referred to as “Legacy Codes.” Therefore, the certification examinations for several categories are being referred to as “Legacy Exams.”

California Codes Examination Information

The California Certification Program meets the intent of Assembly Bill No. 717, which requires certification and training of construction inspectors, plans examiners, and building officials.  It was designed for those jurisdictions requiring knowledge and application of the California Codes, and is deemed substantially equivalent to the corresponding Code Council certifications. Successful candidates can apply for the equivalent Code Council certifications.  See the Information Bulletin for information on how to transition to the Code Council certifications and how to transition from Code Council certifications to California-specific certifications.

California-specific examinations are now based on the 2007 California Building, Plumbing, Mechanical, and Electrical Codes.

2008 Examinations – Effective January 1, 2008

Transition to the California-Specific Exams

If you are currently certified in a Uniform Code (Legacy) or Code Council National Certification category, you can receive a California-specific certification by meeting online exam, seminar, and/or training requirements, along with completing a Transition Application.
