Code Opinions
(An exclusive benefit of ICC Membership)
John R. Battles, PE, CBO is Director of Technical Assistance. As director of technical assistance, Mr. Battles is responsible for implementation of the ICC Code Opinion Policy. There are two types of code opinions: staff opinions and committee interpretations.
It is the goal of the ICC Technical Assistance Department to continue the service of providing code opinions as our legacy members have become accustomed and our new members will come to know.
Staff opinions:
Staff opinions may be verbal or written.
When requesting a verbal opinion you must provide your ICC membership number.
Code opinions are available from the ICC Technical Staff by calling 888-ICC-SAFE (888-422-7233).

Members may also request a code opinion online. When requesting a written opinion, members must log in with their member number, and include their name, company affiliation or jurisdiction, contact information, code edition, and code section.
Staff opinions are the opinions of the staff and do not represent the official position of the International Code Council, nor do they represent the views of any enforcing agency. The enforcing agency is the only agency that has the authority to render interpretations of the code.
Committee Interpretations:
Committee Interpretations are processed in accordance with ICC Policy for Committee Interpretations on International Code Provisions, CP 11-2003. Committee interpretations represent the official position of the International Code Council; however, the final authority of code Interpretations is the responsibility of the code official having jurisdiction. Request for a committee interpretation may be submitted by ICC members and non-members. Committee interpretations are processed by an interpretation committee appointed by the ICC Board of Directors. While the staff opinion may take as little as five working days, a committee interpretation will take no less then 6 weeks and may take as long as four months.
