Shown below are all the relevant documents that were used

Final Committee Report (FCR):
The Final Committee Report (FCR) includes the final agenda
items of proposed changes to the 1998 A117.1. Each agenda
item includes the request of the Committee, and information
on related information previously taken by the Committee.
This includes the original Proposal, the Public Comment, any
subsequent Committee Action, and Ballot Comments from the
voting body. This related information can be found in the
Public Proposal Report (PPR) or the Public Comments Report
(PCR) (see below).
Final Legislative Text Draft:
The Final Legislative Text Draft is a complete Draft that incorporates all of the changes for the 2003 edition of A117.1 proposed by the A117 Committee through the May 2003 meeting. These proposed changes as shown in underline and strike-out legislative text. At the end of each section are the Proposal, Comment, or FCA numbers that reflect the proposed change. Please consult the PPR (Public Proposal Report), the PCR (Public Comments Report), or the FCR (Final Committee Report) for reference.
Public Proposals Report (PPR). The PPR includes the Proposals, the Committee Actions, and results of the ballot.
Public Comments Report (PCR). The PCR includes the Public and Ballot Comments, the Committee Actions, and results of the ballot.
Composite List of TGEC Changes:
The Composite List of TGEC Changes is a complete list of the
changes made by the A117 Committee - Task Group on Editorial
Changes (TGEC) for the first edition of ICC/ANSI A117.1-2003.
Draft #c:
The proposed changes recommended by the A117 Task Group on
Editorial Changes (TGEC) for the 2003 edition of A117.1 Standard
on Accessible and Useable Buildings and Facilities are shown
in Draft #c. Draft #c is a complete Draft that incorporates
all of the changes for the 2003 edition of A117.1 proposed
by the A117 Committee through the September 2002 meeting as
shown in legislative text in Draft #a. The Draft #a proposed
changes are not shown in legislative text in Draft #c. The
proposed TGEC changes are shown in legislative text, and highlighted
in Draft #c.
