Several Regions held meetings during this year's Annual Conference
in Detroit. The following are reports from those meetings.
All regions are encouraged to submit updates four times a
year for this newsletter. Please send your regional chapter
update to
by the first of January, April, July and October.
Region II
Delegates held a brief meeting to discuss the possibility
of organizing as a region. The states of Alaska, Idaho, Montana,
Oregon and Washington were represented at the meeting. Discussion
was led by Paul Aston, representing the Idaho Association
of Building Officials, who organized this preliminary
meeting. The primary topic was to determine if there was sufficient
interest to pursue a Region II organization. There was a short
discussion dealing with possible advantages, disadvantages
and obstacles in organizing as a region. Everyone agreed that
the biggest obstacle is geography with Region II being the
largest region by area. It became apparent that delegates
were receptive to the idea of exploring the regional organization
more in-depth. It was decided to have a face-to-face meeting
with up to three delegates from each state to address these
issues. Idaho offered to host a meeting in Boise on Dec. 2,
2005 from 8:30 a.m. 3:30 p.m. Notices will be sent
out all chapter presidents and delegates who attended the

Region III
The ICC Board of Directors granted chapter status to Region
III at its meeting on Sept. 24. Region Chairman Pat Parsley
appointed the following Committee Chairs: Education - Ron
Strand, North Dakota; Public Relations - James Price, Jr.,
Wisconsin; and Code Development - Tim Hennes, Iowa. Each committee
will be comprised of two representatives from each state of
the region. The representatives will be appointed at the next
meeting in February 2006 at the AMBO Educational Institute
in St. Paul/Minneapolis, Minnesota. The Region III goals are
to promote the International Codes, encourage uniformity in
codes and inspections, and promote professionalism in the
field of building safety. For more information, contact Patrick

Region IV
Representatives from Illinois, Kansas and Missouri met to
discuss the feasibility of forming a Region IV Chapter. Tom
Grant, City of Carbondale, Illinois, Don Plass, Village of
Hoffman Estates, Illinois, Randy Noland, City of Maryland
Heights, Missouri, and Mike Davis, Miami County, Kansas, are
the organizational representatives and contacts. The next
organizational meeting was not scheduled at this time.
Region V
It is hard to believe that it has been a full year since
the installation of officers of the very first regional chapter
of ICC. I would like to thank the ICC members and chapter
members from Indiana, Kentucky, Michigan and Ohio for giving
me the opportunity to serve as the first Region V President.
I am grateful for the many new friends and alliances I have
made across state and chapter lines. I am convinced the relationships
created through the establishment of regional chapters will
not only enhance our professionalism and knowledge in serving
the public, but further strengthen ICC, moving us all closer
to achieving our goals in the building safety industry. During
the meeting, new officers were installed by ICC Vice President
Wally Bailey. I wish your new president, Dale Van Winkle,
City of Berea, Kentucky, the very best as he leads this chapter
into 2006. Roger Westfall, Past President.
Region VI
With 25 members in attendance, a conceptual agreement was
reached to designate three people from each state who can
meet to develop bylaws and an MOU for Region VI. The goal
is to have a plan in place by early December 2005. It was
also decided that anyone could be a member of Region VI as
long as they are an ICC Member. Dottie Harris,

Region VII
This group has resolutions declaring the participation of
more than fifty percent of the chapters in the region. They
are in the process of identifying four representatives from
each state and approving bylaws to submit to the ICC Board
of Directors to achieve chapter status. If you have information
to submit from your chapter or state or you are interested
in reviewing the bylaws currently under review, please contact

Region VIII
This chapter met on Aug. 19 at Greenville County, South Carolina.
Minor amendments were approved to the bylaws. Membership dues
were set up as follows: active individual, $15, associated,
$50, state association, $300, and regional and local association,
$150. New board members Bucky Frye of North Carolina, Rick
Shepherd of Tennessee, Don Hensler of Georgia and Billy Kenneth
of South Carolina were welcomed. ICC Board Member Bill Duck
was in attendance to give an update on ICC. The next meeting
will be held on Jan. 26, 2006, in Chattanooga, Tennessee.

Region X
Approximately 25 persons were in attendance including three
ICC Board of Directors: Vice President Wally Bailey, Secretary/Treasurer
Steve Shapiro and Board Member Tim Ryan. Ryan provided those
in attendance information on the ICC Disaster Mitigation initiative.
The coalition discussed the dues structure for the chapter,
disaster mitigation in light of the two recent devastating
hurricanes, and an e-newsletter and regional ICC Web sites.
The next meeting will be held on Nov. 18, 2005, in McAlester,
Oklahoma, at 10:30 a.m. Anyone interested in attending can
