Hello gman,
If you are refering to the mid-span support of a rafter, typically called a "purlin", YES, you are exactly correct. See 1997 UBC Chapter 23, Sec. 2320.12.7 "Purlins". This paragraph is quite prescriptive as to purlin size and support requirements, including the verbiage ..."shall be supported by struts to BEARING WALLS" (caps intended).

Are talking a strap that extends from ceiling beams to rafters?
