The Code Council has revisited how best to provide an online, professional Discussion Forum and area within the website that has a sense of community – where Members and nonmembers can provide input and exchange ideas with their peers in the industry. The new Codes & Standards Discussion Forum does just that, as it allows Registered Website Users and ICC Members to discuss the I-Codes in an online community.

Does the 2003 IBC deal with free-standing pool deck foundations? Do the foundations for the piers need to be below frost line, or what? Thanks.

To begin---you've asked about the IBC as opposed to the IRC so the answer is most likely frost protection is required. The structure would not be assigned to Occupancy Category I so the foundation must somehow be protected from frost.

per 1805.2 of the 2003 IBC:
1805.2 Depth of footings. The minimum depth of footings below the undisturbed ground surface shall be 12 inches (305 mm). Where applicable, the depth of footings shall also conform to Sections 1805.2.1 through 1805.2.3.
