who first coined the phrase Silent Defender at an ICC
Codes Forum, received an inaugural Silent Defender Award.

Earl Blumenauer (D-Or.), upon receiving his Silent Defender
Award, focused in on the people responsible for building
safety. "There's a whole vast network who are quiet
foot soldiers in this struggle for livable communities."
"Countries
can't achieve sustainable economic growth if they are
at risk," said Annette Dixon (second from right),
who accepted a Silent Defender Award on behalf of the
