2007-08 Committee Appointments
Disaster Response Committee
Scope: Develop an ICC position regarding ICC’s response to natural disasters. This response should present ICC as having a leadership role in disaster mitigation while emphasizing the most effective use of ICC resources.
The activities of this ad-hoc committee are currently focused on the following 4 areas:
- Coordination of volunteer resources. That is, provide a clearinghouse to match ICC members willing to assist in disaster response with those seeking such assistance. Work with FEMA to improve coordination of local and federal officials through ICC including coordination disaster response training. Investigate options for protecting volunteers from liability.
- Investigation and reporting. Provide ICC professional staff to do limited, on-scene investigations, in order to report to the membership the impact of environmental forces on the built environment.
- Post-event Analysis. Compare the actual environmental forces, (wind, seismic, flood, snow, etc.), with those predicted by the I-Codes and referenced standards. If a gap is observed, this information should be directed to the appropriate Code Council(s) to develop a recommendation, if appropriate, for response.
- Identify other organizations engaged in disaster mitigations activities that could enhance ICC’s effectiveness in this regard.
- Explore use of NIBS multi-hazard guide for building officials.
