Bobby J. Fowler
Award
Jim Sealy, a Fellow with the American Institute of Architects
(AIA) and long-time supporter of ICC, was presented
the Bobby J. Fowler Award. The Fowler Award is the highest
honor given by ICC each year. Sealy began his involvement
in the building codes arena in the 1970s and today remains
an icon in the code development process. In the 1980s,
he and Fowler, both native Texans, formed a kinship
and traveled the country to promote the one code concept
to AIA chapters. Pictured above presenting the award

Code Official
of the Year Award
Terry Summey, Building Safety Director for the City
of Asheville, North Carolina, was presented the ICC
Code Official of the Year Award. Summey was honored
for his work with the Asheville City Council and legislative
delegation to extend North Carolina's code requirement
for single exit buildings through 2006. Summey is also
credited with re-engineering the Asheville Building
Department which last year became just the third jurisdiction
to receive an ISO Class 1 rating for residential and
commercial code enforcement. Pictured above presenting

President's
Award
Murray City, Utah, the hometown of Anne von Weller,
was presented the ICC President's Award. von Weller
chose to present the President's Award to her hometown
due to the unconditional encouragement and support she
received from city officials during her reign as ICC
President and previous service on the Board of Directors.

ICC Affiliate
Award
Building Owners and Managers Association International
(BOMA) was the recipient of the ICC Affiliate Award.
BOMA, a valued partner of ICC, is an international federation
of 90 U.S. associations, nine Canadian associations
and nine affiliated international associations representing
19,000 members. This past summer, BOMA was active in
supporting the adoption of the I-Codes in the City of
Phoenix, Arizona. Pictured above presenting the award

ICC Fire Service
Award
Jackie Gibbs, Fire Chief of the City of Marietta, Georgia,
was presented the ICC Fire Service Award. Gibbs serves
on the International Fire Code Council and was one of
the driving forces behind the creation of the International
Association of Fire Chiefs (IAFC) Fire and Life Safety
Section. In part because of his leadership, the Fire
and Life Safety Section is the fastest growing section
of IAFC with more than 600 members in just two years
since its creation. Pictured above presenting the award

ICC Community
Service Award
The ICC Community Service Award was presented to Phillip "Randy" Whisman of Winchester, Kentucky. Whisman was honored for his efforts to have a condemned home in his community rebuilt to code compliance. The effort included numerous volunteers who offered expertise and labor.
