Appointed Chair of CBSC

Rosario Marin has been
appointed by Governor Arnold Schwarzenegger to serve as Secretary of the
State and Consumer Services Agency and Chair of the California Building
Standards Commission (CBSC). Prior to this appointment, she served as full-time
member of the California Integrated Waste Management Board, appointed by
Governor Schwarzenegger in April 2004 to represent the public. In September
2004, Marin was unanimously elected Board Chair. Also in 2004, Cal EPA Secretary
Alan Lloyd appointed her to head the California-Baja California Border Environmental
Program. In addition, she served as a member of the U.S. EPA Border 2012
program.

New Executive Director
E. David Walls of Housing and Community Development (HCD) was appointed
the new Executive Director of the CBSC. Walls served as the state
housing program manager for HCD since 2002. Prior to joining HCD,
he served as a building inspector for the County of Sutter from 1995
to 2001, and for the City of Galt from 1992 to 1995. Previous to that,
he was a general contractor for Ayers Construction.
Walls
has certifications in building, plumbing, mechanical and electrical
inspection. He is also certified in code enforcement and is an instructor
of the California Building Standards Code at the University of California,
Davis. |

Marin
was appointed Treasurer of the United States by President George W. Bush
in 2001 and served until 2003. As U.S. Treasurer, her duties included oversight
of the U.S. Mint and the Bureau of Engraving and Printing. In addition,
she spearheaded the Treasury's financial literacy outreach efforts and served
as a member of the Partnership for Prosperity efforts between the U.S. and
Mexico, as well as the White House Commission on Educational Excellence
for Hispanic Americans.

Kevin H. Scott has joined
ICC Government Relations as a Senior Regional Manager, Fire Services Activities.
Scott was the Deputy Chief of the Kern County Fire Department. He will assist
the fire service in California, Nevada, Utah, Arizona, Colorado, Wyoming,
Montana and Hawaii.
Scott
began working for the Kern County Fire Department in 1976 and worked the
last 20 years in its Fire Prevention Office. He served as Fire Marshal from
2001 to 2005. As Deputy Chief, he supervised the Fire Marshal and all fire
prevention activities for the Kern County and eight incorporated cities.
Since 1985, he administered the code adoption process for Kern County.
Scott
is based in ICC's Whittier District Office. He can be reached at 1-888-ICC-SAFE

2006/07
Code Development Cycle
The
proposed
changes to the 2006 I-Codes and the hearing dates, as well as the
code
hearing schedule, are now posted on ICC's website. Stay current with
this cycle so that you will be aware ahead of time of the approved changes
to the model codes, and how they may affect your jurisdiction.
2007
Conference Education Program
Call for Presentations
ICC is seeking proposals for education sessions to be presented during
its 2007 Annual Conference in Reno, Nevada. Education sessions are scheduled
for October 2-3, 2007. Deadline for submitting proposals is November 10,
2006.
State
Agencies
Each state agency has posted its proposed amendments to the 2006 IBC and
IFC. Visit the websites to view the proposed rulemaking, and how you may
get involved. Each agency's Web address is shown under the Links section
of this eReport.
The
CBSC has targeted January 1, 2008, as the effective date for the 2007
California Building and Fire Codes.

Members who attend the
2006 ICC
Annual Conference in Orlando, Florida, will have an opportunity to participate
in a forum on the proposed joint venture between ICC and the International
Association of Plumbing and Mechanical Officials (IAPMO) to develop single
plumbing and mechanical codes.

ICC
Chapters
Thank you is sometimes not quite enough. However, ICC wants to thank all
the chapters that sent in their Annual Reports. This year, 92 percent
of the California Chapters submitted reports. This is an outstanding showing
for California.
When
a Chapter submits its Annual Report, it ensures that the Chapter will
receive full benefits. By submitting a report before the June 1 deadline,
the Chapter President is entitled to a complimentary registration to the
ICC
Annual Conference in September. The Chapter is also entitled to a
Chapter Education benefit day of training the following year.
Annual
Report forms are mailed to Chapter Presidents each spring. An electronic
version of the Annual Report form is available online.
The Annual Report has proven to be the most efficient method of updating
ICC's Chapter database, as well as get information quickly to interested
parties regarding California.
ICC
is requesting that each Chapter please take a moment to forward their
updated member e-mail list to ICC. The Chapter membership is rapidly growing,
and ICC will use the updated lists to ensure that the Chapter members
have the advantage of receiving this eReport, and as well as other information
regarding ICC.
