from the January 25 CBSC meeting

The state agencies
reported they are on target to meet the May 1 submission date for
all proposed amendments to the IBC and IFC. |

reported that ICC’s eSolutions™ is proving to be a very valuable tool
during their rulemaking process. |

The California
Building Standards Commission (CBSC) will meet March 22-23 to review
and vote on the 2004 Annual Code Adoption’s proposed rulemaking to
the 2001 California Building and Fire Codes, 2003 Uniform Mechanical
Code and the 2004 California Electrical Code. |

Executive Director, announced his retirement from the CBSC, effective
in June. |
Responding
to California’s Needs
ICC is honored that California is considering the use of the IBC
and IFC as the basis for the California Codes. ICC’s commitment to assist
California in its success has been at no cost to the state or its taxpayers.

Innovation for California

ICC is pleased to announce that for the first time ever, on Dec.
7, 2005, ICC eSolutions™ was delivered to California for immediate use.
The ICC eSolutions™ is an innovative and customized Web-based program
hosted by ICC on a secure Web site designed to assist California state
agencies in their adoption and amendment process of the codes.
When needed, ICC eSolutions™ can link the agencies, the CBSC and
interested parties together during the public review and comment periods
for the codes.
ICC has trained approximately 50 “annotators” statewide. “Annotators”
are people who a state agency designates to have permission to access
ICC eSolutions™.
Annotators have access to the following I-Codes via eSolutions™:

Various Supplement Documents
Exciting news: ICC is working with the International Association
of Plumbing and Mechanical Officials (IAPMO) to incorporate their following
codes into ICC eSolutions™:

2006 Uniform Mechanical Code
This partnership between IAPMO and ICC will provide access to
the model codes that have been recommended for adoption in California
in one convenient location—ICC eSolutions™.

ICC does not have a timeline for the adoption process. The CBSC is
the agency that would produce a timeline.

are the differences between the 1997 Uniform Building Code and the
2003 IBC? |
| |
|
To
help answer this question, ICC has developed the 1997 UBC to 2003
IBC Cross Reference Table. This tool helps code users locate section
numbers that correspond with similar provisions working from the 1997
UBC to the 2003 IBC. Anyone wishing to view this document may do so
at www.ecodes.biz.

State
Agencies
ICC’s commitment to provide the agencies with the necessary resources
during the development of their initial rulemaking has greatly aided the
agencies expectation to meet the May 1 submittal date.
However, there is still much work to be done. Consider taking time to
visit each of the state agency’s Web sites for valuable information regarding
their rulemaking efforts and how you may get involved and receive information
on their rulemaking. Each agency’s Web address is shown on the front page
of this eReport.

2006
I-Code Update Telephone Seminars available
The industry’s foremost code educators will overview the changes from
a 2003 to 2006 edition of a specific International Code during a series
of upcoming telephone seminars. Individuals will participate via speakerphone.
Each 90-minute telephone seminar will include handouts and question-and-answer
periods to provide the learner with a thorough understanding of each topic.
