Chapter President Receives "Building
Official of the Year"
Earnie Knight, president of Central Building Inspectors
of South Carolina and Aiken County's Building Official,
was named "Building Official of the Year" by
the Building Officials Association of South Carolina on
May 9. In the 34 years since this award was established,
this honor has only been bestowed upon six other individuals.
Earnie is the seventh recipient of this award and was
recognized especially for his significant contributions
during the Graniteville Train Disaster. Earnie is pictured
here on the left with Ronnie Young, Aiken County's Council
Chairman.
ICC Hosts ICC Kenya Chapter Representative
ICC Government Relations Senior Vice President Sara Yerkes,
ICC International Liaison Sylvana Ricciarini and ICC Federal
Program Liaison Richard Kuchnicki hosted the ICC Kenya
Chapter on May 24 at ICC Headquarters. They discussed
the Kenya Chapter's activities with Chapter Representative
Michael Otechi Nyangweso and his colleague, Moody Amakobe,
as well as the need for Kenya and other surrounding African
countries to learn about ICC's programs and services. Via
conference call, ICC International Services Vice President
Rick Okawa, ICC Certification and Licensing Vice President
Dave Nelson, IAS Vice President Pat McCullen and ICC Subsidiary
Periodicals & Events Manager Greg West gave an overview
of ICC and its subsidiary services.
The next day, Michael and ICC Regional Manager Roland Hall
visited the City of Wilmington (Delaware) Building Department.
They met with Deputy Commissioner Leo L. Lynch, Plans Examiner
Trevor Knight and Commissioner Jeffrey J. Starkey. The Wilmington
officials explained the building permit, inspection process
and system, then provided a tour of buildings under construction
in the city. Michael appreciated the meeting arrangements
and mentioned his surprise with how much wood is used in buildings,
unlike those in Kenya.

The Michigan Association of Housing Officials (MAHO)
celebrated its 20th anniversary at the Ralph MacMullen Conference
Center in Higgins Lake, Michigan, June 7-9. MAHO was the first
statewide property maintenance chapter approved by the former
legacy group, Building Officials and Code Administrators,
Inc., in 1986. MAHO celebrates a long list of accomplishments
and continues to be active in code development and legislative
issues.
Howard Asch from the City of East Lansing was elected President
for 2006/2007. Also elected were Vice President Vincent Cantrell
and Secretary David Vincent, both from the City of Lansing
and Treasurer Jan Graham from the City of East Lansing. Laura
Scott, ICC Chapter Programs & Relations Manager, was on
hand to install the new board and officers.

The Southern New Mexico Building Officials Association,
New Mexico Building Officials Association and New
Mexico Fire Marshals Association held its second annual
Joint Education Conference on April 15-16 in Ruidoso, New
Mexico. At a special banquet, ICC President Henry Green conducted
the chapter officer installation ceremony. Pictured here (from

The New York State Building Officials Conference (NYSBOC)
and the New York State Fire Marshals and Inspectors
Association (NYSFMIA) held its first Annual Lobby Day
on May 9 to speak with members of the New York State Legislature
regarding their position on several pieces of legislation
and to inform them of the importance of proper code enforcement.

North Texas Chapter-Building Employee
of the Month Award
This year, the North Texas Chapter established the Employee
of the Month Award, created to recognize the often overlooked
contributions of employees in building inspection departments.
Candidates must be proven performers, reliable, display exceptional
communication skills, have code knowledge and be nominated by
the building official of a participating Chapter member city.
Recipients receive recognition at a monthly meeting with
a brief description of their contributions and outstanding
work, along with lunch sponsored by the chapter and a plaque
commemorating their service and accomplishments. Pictured
here is Doug Boggus (left) from Grand Prairie, Texas, receiving
the award from President Kurt Kasson (right) at the chapter's
April meeting. Doug was recognized for aid he provided to
his community during a recent flood.
The
Ohio Building Officials Association and the Southwestern
Ohio Building Officials Association helped Hamilton, Ohio,
city officials celebrate International Building Safety Week
by holding a safety expo on May 10. The event was themed "Building
a Safer World Together." Hundreds of attendees were treated
to free safety tips, free blood pressure screening and given
a "vial of life"-a device from the American Red
Cross that is designed to assist paramedics in case of an
emergency. Hamilton Mayor Don Ryan said, "We have to
thank these people and these agencies for the hard work that
they're doing to make our lives safer in the community."
The Virginia Building and Code Officials Association (VBCOA)
held its spring meeting in Charlottesville, Virginia, on April
30-May 1 with over 100 participants from around the Commonwealth.
During the Board of Directors meeting and general business session,
the members heard updates on activities for ICC, the various
regions within VBCOA and the new Region VII of the International
Code Council chapter of which Virginia is a member. Other important
issues included legislative tracking and the passage of two
bills initiated by VBCOA during the recent legislative session,
Building Safety Week recognition by Governor Kaine, and submission
of over 110 proposed changes to the I-Codes from the Virginia
code community. Deputy Director of Virginia's DHCD Emory Rodgers
informed the group on future activities to update the state
codes and education and training programs under the Jack Proctor
Virginia Code Academy. Dave Nelson, ICC Vice President of Certification
and Training, provided an overview of professional certification
programs. An education session on deck construction and inspection
and wood composites was conducted by representatives of Washington
State University and Virginia Tech.
2006 New England Tour
This year's annual New England Tour kicked off on June 5
in Rhode Island where the Rhode Island Building Officials
Association hosted meetings with the Connecticut Building
Officials Association, Southeastern Massachusetts Building
Officials Association and Connecticut Association of
Housing Code Enforcement Officials. The Maine Building
Officials and Inspectors Association completed the tour
by hosting a dinner meeting with its chapter. In attendance
were ICC President Henry Green and his wife, Angela; ICC Past
President Frank Hodge and his wife, Patsy; ICC Secretary/Treasurer
Steve Shapiro; ICC Board Member Ron Piester; ICC State and
Local Government Relations Director Dorothy Harris; and ICC
Regional Manager Mark Tebbets.
CAPT Celebrates Building Safety Week
The Colorado Association of Permit Technicians (CAPT)
enlisted the help of Cody the Cougar and his Building Safety
Team to educate first and second graders on the importance
of building and home safety. This event took place Friday,
May 12 at Bertha Heid Campus in Thornton, Colorado.
In addition to each student receiving a copy of the Cody
Cougar Building Safety Week Activity book detailing building
and home safety, CAPT partnered with St. Marys Hospital
EMS Outreach - Grand Junction, Colorado to promote injury
prevention. Preventable injuries are the leading cause of
death and disability for youth in Colorado. The students were
introduced toSARA the Safety-Saur-Us van. SARA
is a highly visible and recognizable converted ambulance based
on a dinosaur theme. With Colorado well known as a home for
these creatures, kids of all ages are naturally drawn to the
friendly Safety-Saur-Us. When the students stepped inside
the body of the dinosaur, computer simulations of behavior
combined with robotics, lights, sound and action provided
an interactive educational experience demonstrating WHY injuries
happen, WHAT happens INSIDE THE BODY when an injury occurs
and HOW injuries can be prevented. The students were able
to see how the working models of Saras heart,
lungs, brain, and spinal column functioned.
The Colorado Association of Permit Technicians wants to
acknowledge everyone that made this event possible. A special
thank you goes out to Sue Matthews and Matt Clapp of St. Marys
Hospital EMS Outreach program in Grand Junction, Colorado
for their tireless dedication in educating youth. Thank you
CAPT President, Cindy Linker, for your research in finding
Sara, CAPT Treasurer, Maria Cadena for your skills
in organizing the event and CAPT Board members Angela Abeyta,
Leslie Carpenter and Past President Marlene Manzanares for
volunteering their time on the day of the event.
The students were encouraged to share the information on
home and personal safety with their parents.
