Ten of 12 ICC Regions gathered at the ICC Annual Conference
regions meetings held on September 19 at the Coronado Springs
Resort. The meetings ranged from formal to informal, official
to unofficial, and lasted about one to two hours. Below are
reports submitted by some of those regions.
Region II - A short meeting was held for Region
II attendees at the recent ICC Annual Business Meeting
in Lake Buena Vista, Florida. The states of Idaho, Washington
and Montana had individuals that attended the meeting.
It was the general consensus that members should move
towards some type of organization, but it would be premature
to define what that organization might be until further
input was gathered from all the states and chapters in
the region. An e-mail questionnaire will be sent to the
chapter presidents in Region II to get a feeling from
all the different areas. It was also decided to closely
monitor the ICC Governance Committee to evaluate their
recommendation and, subsequently, ICC Board proposals
on governance. What is finally decided on this issue could
have a large impact on if and how Region II would be organized.

ICC Upper Great Plains Region III - The following
highlights are from the Region III meeting of the board
of directors: Roger Axel reported that planning for the
February 2007 Region III Education Conference to be held
in Brooklyn Park, Minnesota, is well underway. Pat Parsley
asked the group to consider holding a Region III President's
Summit during that time as well. Jeff Junker volunteered
to assist with the planning.
ICC Heartland Region IV Coalition - The Coalition
was approved by the ICC Board of Directors at the Annual
Conference. An official officer installation was performed
by ICC Board Immediate Past President Henry Green on September
19 at the Delegates Luncheon. Officers are as follows:
President J. Michael Davis, Miami County, Kansas; Vice
President Tina Rakes, Baldwin City, Kansas; Secretary
Jeff Stehman, O'Fallon, Illinois; and Treasurer Steve
Nordhues, Norfolk, Nebraska.
ICC Midwest Region V - ICC Board Vice President
Steve Shapiro installed the following new officers at
the Regions meetings: President Mark Stimac, Troy, Michigan;
Vice President Richelle Wakefield, Indianapolis, Indiana;
Secretary Billy Phillips, Reynoldsburg, Ohio; and Treasurer
Jeff Bechtold, Ft. Mitchell, Kentucky.
ICC Northeast Regional Coalition (NERC) - Chairman
Tim Nelson opened the meeting and turned it over to Vice
Chairman Jack Leyden for an open discussion. An explanation
of the beginning of NERC was given by Leyden. Secretary/Treasurer
Wayne Cichon discussed funds and incorporation issues.
A discussion was held regarding Eastern States Building
Officials Federation (ESBOF) acting as NERC's education
arm. Members Langlois and Clancey spoke in support of
this offer. Members were encouraged to attend the ESBOF
education program scheduled for March, 26-28, 2007, in
Rocky Hill, Connecticut. Nelson then created a new NERC
education committee to be chaired by Scott Copp. Re-elected
ICC Board Member Tim Ryan and ICC Vice President Steve
Shapiro stopped by with chapter staff. Ryan thanked the
group for its support in his re-election. Shapiro asked
for one member from the region to serve on a new ICC Membership
Committee. Leyden agreed to be the representative from
NERC. Leyden proposed a new NERC communication committee.
Cichon agreed to chair this committee. Mark Tebbets of
ICC encouraged NERC to get involved on ICC committees
and councils. NERC officers will review a question regarding
rules of order and bylaws. ICC Board Member Ron Piester
thanked NERC members for their support in his re-election
and spoke about the success of the electronic ballot-type
voting experienced by members at the conference. Piester
encouraged NERC members to communicate their concerns
directly to the ICC Board of Directors as they have done
in the past.
ICC Region VII - President Shahriar Amiri called
the meeting to order. ICC Board Member Tim Ryan thanked
the group for its support in his re-election. Region VII
Board Member John Terry (New Jersey) gave an overview
of the ICC Governance Review Committee report. Delaware
members were welcomed and asked to submit names for positions
on the Region VII board. Proposed bylaw changes were reviewed.
Since a quorum of voting board members was not present,
President Amiri will conduct an electronic vote via e-mail.
ICC Board Vice President Steve Shapiro briefly addressed
the group. The next meeting will be held December 1, at
9:30 a.m. in Hagerstown, Maryland.
ICC Region VIII - The next ICC Region VIII meeting
will be held November 10-12 in Atlanta, Georgia. There
will be a business meeting, board meeting and committee

Region IX - Representatives from Region IX met
to finalize by-laws in preparation of their application
for ICC regional chapter status. Don Fuchs, Executive
Director for Building Officials Association of Florida,
chaired the meeting. Region IX leaders from Alabama, Florida,
Louisiana and Mississippi will be contacting local chapters
in their states to seek resolutions supporting the application
to the ICC Board. Resolutions will be needed from at least
50 percent of all chapters in the region in order to meet
the minimum requirements to apply for chapter status.
Region X Coalition - Over 20 members, three ICC
Board members and one special guest-Michael Otechi Nyangweso,
Secretary for ICC Kenya Chapterattended the
coalition meeting. Topics included policy direction, establishing
guiding principles and objectives, review of an inter-local
agreement, creation of a regional conference, and increasing
the partnership between building and fire officials.
