Welcome to New
Chapters
Two organizations were granted chapter status by ICC's Board of Directors
on Dec. 2, 2005.
Southeast
Minnesota Code Officials was granted local ICC chapter status. Established
in 1969, they have a long history of promoting professional development
of local code officials by hosting and providing various educational seminars,
participating on statewide committees and by promoting the code official
at all levels.
Region
VII of the International Code Council is the fifth group to achieve
regional chapter status. They are comprised of chapters from Washington
D.C., Delaware, Maryland, New Jersey, Pennsylvania, Virginia and West
Virginia. More details will be finalized for this newly formed group at
their next meeting on January 26 in Hagerstown, MD.

Mark your calendars
for Building Safety Week
ICC’s 2006 Building Safety Week, scheduled for May 7-13 will once again
include a wide array of national and local programs to recognize the importance
of building safety and fire prevention.
Building
Safety Week kits will be available soon and include posters, code and
building permit brochures, disaster preparedness information, as well
as coloring books, pencils and stickers for children.
One
of the most popular items is the CODiE the Cougar's Building Safety
Activity Book, published by the International Code Council Foundation
(ICCF), which includes coloring pages and activities to teach children
about building safety issues such as escape routes, smoke detectors, handrails,
hearth extensions, electrical outlets and much more.

Institute focuses
on
residential inspections
The Residential Inspection Institute, to be held March 13-17 in Austin,
Texas, focuses on performing thorough residential inspections and avoiding
costly mistakes. Nationally recognized practitioners will explain how
to perform effective residential building, mechanical, plumbing and electrical
inspections in a step-by-step fashion. The institute will feature interactive
exercises, question-and-answer sessions, detailed checklists and other
valuable job aids.

ICC
mourns loss of Keinz
It
is with deepest regrets that we announce the death of Roger Keinz, Code
Enforcement Officer for the Village of Vernon Hills, Illinois. Roger was
the First Vice President of Illinois Association of Code Enforcement
and an active member in the American Association of Code Enforcement,
the Illinois Council of Code Administrators and the Northwest
Building Officials and Code Administrators. He also was a volunteer
firefighter and paramedic for the Village of Wonder Lake and several other
municipal fire districts. Roger served honorably with the U.S. Army in
Vietnam.

A new Chapter Rewards
Program was presented at the Chapter President's Breakfast at the ICC Annual
Conference in September. The program rewards the most active chapters with
points that can later be used to "purchase" certain ICC products and services
such as ICC training, audio virtual seminars, online campus courses, ICC
Annual Business Meeting registrations, video taping services, complimentary
eCodes and much more.

In response to recent
member discussion concerning possible changes to the ICC governance structure,
the Board of Directors approved the formation of the Governance Review Ad
Hoc Committee.
This
broad-based committee is charged with reviewing ICC's form of governance,
and will examine the various approaches to the governance of organizations
like ICC. Wally Bailey, ICC Vice President, is chairing the committee
and will be providing periodic reports to the Board.
A
letter has been sent to the president/chairman of each officially recognized
regional chapter, and to the presidents of all other chapters in regions
not yet established, to solicit the name of an ICC member from each region/chapter
to serve on the ad-hoc committee. An interim report will be presented to
the membership in March, at the Codes Forum in Sacramento, California.

ICC
supports chapter efforts to meet regional code training needs
In an effort to promote and support chapter efforts to meet regional and
individual code training needs, ICC has changed the focus of its training
program. While continuing to offer institutes, conferences, special events,
online training and telephone seminars, ICC will discontinue its schedule
of open-enrollment seminars.
As
always, ICC will continue to make available an up-to-date comprehensive
International Codes (I-Codes) technical curriculum, maintain an
extensive roster of top-rate instructors and provide curriculum customization
services. ICC is committed to meeting every training need, no matter how

ICC Chief Operating Officer
Rick Weiland recently visited the San Diego Chapter, where he talked
about efforts to support I-Code adoptions in California and installed the
chapter's new officers.
Weiland
outlined several programs to ease California's transition to the I-Codes,
including ICC eSolutions, the joint certification program developed with
the California Building Officials (CALBO), and California-specific training
and education that will be offered during next month’s 2006 Codes Forum
in Sacramento. With new projects and activities in the state, Weiland also
announced that ICC has designed a special training point of contact for
California—staff member Sol Alba. “She will work closely with you,
our members, to ensure that ICC is meeting the unique needs of California
as you transition to the I-Codes,” Weiland said.
Chapters
continue to support ICCF
Chapter donations to
the International Code Council Foundation (ICCF) continue to pour in from
ICC chapters.
In
December, the Ontario Building Officials Association donated $5,000
to the Tsunami Relief Fund. The money was recently turned over to Habitat
for Humanity to assist with the rebuilding of homes. Other chapters who
made donations in recent months include: East Bay Chapter, Montana Chapter,
the New York State Building Officials Conference Rockland County
Chapter and the Virginia Fire Prevention Association.

Silent Defenders at awards dinner
Start

Defender Awards Dinner, May 11, 2006, in Washington, D.C.

by the International Code Council Foundation (ICCF), the Silent Defender
Awards recognizes exemplary actions taken to improve public safety, health
and welfare. Held during Building Safety Week, the event will help raise
funds and awareness for the work of the Foundation.

Veteran’s
home chosen for H.E.R.O. site
Vietnam
veteran Shelby Bowling's home in Hamilton, Ohio, is about to receive much-needed
reconstruction as the pilot site for the Project H.E.R.O. (Homes Eliminated
of Restrictions and Obstacles) program.
Earlier
this year, ICCF teamed with the Paralyzed Veterans of America, the Disabled
American Veterans (DAV) and supporting organizations to initiate Project
H.E.R.O. The coordinators, spearheaded by the Southwestern Ohio Building
Officials Association, brought together a local architect, engineers,
contractors and code officialsall volunteersto remodel Bowling's
home.

Project H.E.R.O. national campaign will kick off during Building Safety

Group agrees to acquire
James Lee Witt Associates

James Lee Witt Associates
(JLWA), a crisis and emergency management consulting firm founded in 2001
by ICC CEO James Lee Witt, is being purchased by GlobalOptions Group,
Inc., a leading provider in domestic and international risk management services.
Once the acquisition is completed, GlobalOptions will have offices in ten
states and the District of Columbia.
"Eventually,
I will be required to devote 100 percent of my time to the new endeavor,”
said Witt, who also serves as Chairman and CEO of JLWA. “In the meantime,
I will continue to serve as the CEO of ICC and will work with you, our members
and stakeholders, over the coming months on a transition that takes into
consideration your priorities and the well-being of ICC. As always, it is
a pleasure to serve ICC and I look forward to continuing our work together."

Lee is to be commended for his exemplary leadership of ICC over the past
two and one-half years," ICC Chief Operating Officer Rick Weiland
said. "His dedication to saving lives and protecting property before and

ICC President Henry
Green and Government Relations Regional Manager John Payne joined
over 130 members and guests of the Oakland County Building Officials
Association (OCBOA) Annual Meeting in Lake Orion, Michigan, on Dec.
15. Green gave a presentation on the current and future goals for the ICC
and included some enlightening comments from his trip to areas damaged by
Hurricane Katrina.
