Hurricane center chief
issues final warning before retiring. National Hurricane Center Director
Max Mayfield left his job last week with a strong message supporting building
codes: Hurricane
Katrina was nothing compared with the big one yet to come. According
to the L.A. Times, Mayfield says continuing to build in hurricane
zones could result in fatalities easily surpassing Katrina, which claimed
more than 1,800 lives. Mayfield supports stronger building codes and says
homeowners should, too.
Florida hopes to fix insurance woes. State legislators are considering
a plan to help solve Florida's insurance crisis. Among recommendations included
in the Hurricane
Preparedness and Property Insurance Bill are those eliminating Florida's
Panhandle exemption in the state building code, and having a uniform code
across the state. According to the Florida Times-Union, the bill
also calls for rebates and rate freezes for public insurance customers and
help for the insurance industry.

in for Executive Director Terry Ishee, who retired at the end of 2006.
Bell joined the Mississippi State Fire Academy in 1992 and worked his way
up to the office of Deputy Director. He led the Academy's Emergency Response
Teams Hurricane Katrina response. The team was the first search and rescue
team on the ground shortly after Hurricane Katrina made landfall.
New home sales rise 3.4 percent in November. The U.S. Commerce Department
reported that sales of newly built, single-family homes rose
3.4 percent to a seasonally adjusted annual rate of 1.05 million units
in November. Sales also were revised upward for the three previous months.

The International Code
Council has moved into its new
world headquarters office in Washington, D.C. The office is located
in the National Association of Realtors building, one of Washington's greenest
office buildings, having achieved a silver rating using the U.S. Green Building
Council's Leadership in Energy and Environmental Design (LEED) green building
rating system. An open house is planned for the new world headquarters office
on January 24 from 3:00-5:30 p.m. EST.

discusses Code Council
in Construction Magazine
A recent issue of the Construction Industry Trends newsletter includes
an interview with Code Council CEO Rick Weiland. "A
Growing Emphasis on Building Codes" discusses the Council's role in
developing codes and offering training and other support.
Code
Council Goes Structural in January
ICC continues to build partnerships and create unique products with numerous
segments of the construction industry. One example is the January issue
of Structural Engineer magazine and website, gostructural.com,
which features several articles penned by Code Council staff. Technical
expert John
Henry’s article covers conventional construction provisions for light
wood frame buildings in accordance with Section 2308 of the 2006 International
Building Code® (IBC®). An article by Chief Operating Officer Dominic
Sims discusses how the Code
Council and structural engineers work together to secure a safer future
through codes. And a third story covers the appointment
of Rick Weiland as the Council’s CEO.
Jamaica
Code Based on the IBC
The
chairman of Jamaica's National Building Code Committee says the island
nation should have legally
enforceable construction codes this month. Jamaica's National Building
Code will be based on the International Building Code (IBC). According
to the Jamaica-Gleaner, the IBC was chosen partly because it includes
standards for hurricanes, earthquakes and heavy rain conditions.
I-Codes
Available at Wal-Mart
Partnerships with booksellers are expanding sales channels for I-Codes
and other Code Council products. The International Codes are now
for sale at walmart.com.
Standard
Development Moves Forward
The IS-LOG
Standard on Design and Construction of Log Structures has been submitted
to ANSI for final approval. The standard should be published prior to the
May 2007 ICC Final Action Hearings. The IS-HRC
Standard for Residential Construction in High Wind Regions and the IS-STM
Standard on Design, Construction and Performance of Storm Shelters are
available for public comment. Both committees are expected to meet next
month to consider comments.
DOE
Seeks Comments on Federal Standard
In the new standard, the Department of Energy (DOE) references the 2004
Supplement to the International Energy Conservation Code for low-rise
federal residential buildings. New federal buildings are now required
to achieve at least 30% energy savings over prevailing private-sector
standards. The deadline for comments is February 2.

Code Council Vice President
of Certification and Testing Dave Nelson has been reappointed to a three-year
term on the American National Standards Institute (ANSI) Personnel Certification
Accreditation Committee (PCAC). This committee oversees the ANSI accreditation
program for personnel-certifying agencies. The ANSI program focuses on internationally
recognized ISO/IEC 17,024 quality standards, with 11 national certifying
agencies currently accredited, including National Inspection, Testing, Certification
(NITC); the International Association of Plumbing and Mechanical Officials;
and the National Fire Protection Association.
