National Association of Counties adopts AIA challenge. The National Association of Counties has adopted a resolution supporting the American Institute of Architects (AIA) SustAIAnability 2030 Challenge that calls for public buildings to be carbon neutral by 2030. U.S. buildings account for nearly the same amount of carbon emissions as the economies of Japan, France and the United Kingdom combined. If designed in an energy-efficient manner, they can significantly reduce energy consumption, energy costs and greenhouse gas emissions, and slow climate change effects.


ASHRAE, DOE partner to improve energy efficiency. Under a new agreement, ASHRAE and the U.S. Department of Energy (DOE) will work to increase building energy efficiency standards for the year 2010 by 30 percent over 2004 standards. The memorandum of understanding commits ASHRAE and DOE to improving the efficient use of energy and the viable and widespread use of renewable energy sources and to minimizing the impact of energy use on the environment.


IAFC creates new fire institute. The International Association of Fire Chiefs has formed the International Fire Service Research Center and Policy Institute. The Institute was born out of a National Policy Center task force, originally conceived in 2002. The institute was established to build the capacity and adaptability of fire rescue organizations. In addition, it will collaborate with other research institutions from around the world to facilitate, coordinate, conduct and disseminate research projects and findings.


New home sales slide 6.6 percent in June. Sales of new single-family homes slipped 6.6 percent in June to a seasonally adjusted annual rate of 834,000 units as home-buyer demand continued to weaken, according to figures released by the U.S. Commerce Department. The June sales pace was 22.3 percent below a year earlier, and down 40 percent from the housing market peak in mid-2005.


Hurricane testing could change building materials, techniques. The first hurricane test lab is scheduled to open at the International Hurricane Research Center at Florida International University in Miami next summer. The Herald-Tribune reports that the lab will include a giant wind and rain machine and will allow scientists to work in a controlled environment to study how a house comes apart in a storm and why building materials and construction methods fail.

California Codes Make Official Debut

Several Code Council staff members were on hand for a one-day instructional seminar and the official debut of the new California Codes. Council instructors John Henry, Scott Stookey and Jay Woodward provided an overview of the 2006 International Building and Fire Codes; Senior Staff Architect Allan Bilka participated in the California Building Standards Commission (CBSC) Green Building Forum; while CEO Rick Weiland, Government Relations Senior Vice President Sara Yerkes and others participated in the official unveiling of the new California Codes during the CBSC meeting.

Golden State Plans Progressive Green Codes
At a Green Building Focus Group Kick-Off Meeting, the state of California announced its plans to create a progressive residential and commercial state green building code. The code will use the best practices and most restrictive requirements of many existing green building programs, including the Code Council’s joint green building standard with the National Association of Home Builders, as its baseline criteria.
Council Senior Staff Architect Allan Bilka and Senior Technical Staff member Kermit Robinson were active participants at the meeting, and ICC was invited to join in the effort to create California’s first state green building code.

 
Council Attends BOMA Centennial Celebration

Code Council representatives attended The BOMA Congress and The Office Building Show in New York City. Council Board President Wally Bailey presented BOMA International officials with a plaque in honor of the organization’s centennial celebration. He was joined by Council Board Vice President Steve Shapiro and COO Dominic Sims at several other conference events, including a tour of the reconstructed World Trade Center, which will contain some of some of the safest high-rise buildings in the world built to the city’s new construction guidelines based on the International Codes.
 
Egyptian Agreements Signed

The Code Council signed contracts with officials from the Housing and Building National Research Center (HBRC) of the Arab Republic to jointly sponsor national training and certification of inspectors in Egypt. The new contract calls for the Council to support the HBRC in the development and administration of a comprehensive national training and certification program for building, plumbing, mechanical and fire inspectors.
The International Accreditation Service (IAS) awarded the first testing laboratory accreditations in Egypt. Accepting accreditation certificates for the HBRC Materials Testing Laboratory and Soil Mechanics and Geotechnical Laboratory was HBRC Chairman, Dr. Amr Ezzat Salama, with IAS represented by Senior Policy Advisor Dave Nelson.
 

Hampton University Presented with Codes

The Code Council presented copies of the International Codes to Hampton University in Virginia. The Council is working with the American Institute of Architects (AIA) to place a complete set of I-Codes in the libraries of AIA-accredited schools of architecture. Council Board Vice President Steve Shapiro made the presentation to the school’s Department of Architecture.

 
Mirkhah First Recipient of New Fire Award
Azarang (Ozzie) Mirkhah of the Las Vegas, Nevada, Fire and Rescue Department is the inaugural winner of the new Excellence in Fire & Life Award. Mirkhah will be honored for his many years of research and ongoing communications efforts on behalf of the 1947 President’s Conference on Fire Prevention. The Code Council sponsors the award that is presented by the Fire & Life Safety Section of the International Association of Fire Chiefs. The award will be presented later this month at Fire-Rescue International in Atlanta, Georgia.
 
Legislation Calls for FEMA Study on Codes
  Legislation would direct FEMA to study use of codes in flood program

The National Flood Insurance Program has amassed $18 billion in debt due to hurricanes Katrina and Rita.

The House Financial Services Committee approved legislation to revamp the federal National Flood Insurance Program (NFIP) that has amassed $18 billion in debt due to claims from hurricanes Katrina and Rita. In doing so, the committee adopted a National Ready Mixed Concrete Association amendment that directs the Federal Emergency Management Agency (FEMA) to study whether building codes can be integrated into NFIP’s land-use management criteria. The amendment also directs FEMA to consider code effectiveness for innovations in flood-resistant construction, and lower premium rates for structures that are built to stronger-than-code standards. The flood reform bill is expected to be voted on by early October.
 
U.S. Senator Backs Blue Ribbon Panel
Montana Senator Max Baucus (D) wrote to Code Council CEO Rick Weiland in support of the Council’s establishment of the Blue Ribbon Panel on Wildland/Urban Interface (WUI). Senator Baucus believes the WUI issue is critical to Montana and that improved fire management practices will be valuable to his constituents. According to the InciWeb Incident Information System, there are currently 19 wildfires in Montana.
 
Register Early for Annual Conference
Annual ConferenceMore than 600 delegates have registered for the Code Council’s 2007 Annual Conference in Reno, Nevada. The conference features green building presentations, a demonstration of the SMARTcodes system, more than 30 education sessions, opportunities for certification, an expanded ICC Expo, a concurrent meeting with the Western States Seismic Policy Council and much more.

Code Council representatives offered well-wishes to retiring Bill Connolly, Director of the Division of Codes and Standards for the state of New Jersey. Connolly served as the department’s director since 1977, when New Jersey first established the state’s Uniform Construction Code.
