Members
of the International Code Council:
A resolution that will be considered later this month during the ICC Annual
Business Meeting could cost more than $800,000 to implement. The proposal
to move to three, 12-month code development cycles from the current two,
18-month cycles can be expected to also reduce review time available to
participants, increase commentary production time and restrict staff resources
available for other technical support activities, essentially recreating
the problems that led to the creation of the 18-month cycle.

respond to NIST investigation of World Trade Center (WTC) collapse

Public comments submitted
by ICC, AIA, NFPA and other groups in response to NIST's study question
the recommendations for changes to building codes. While ICC is encouraging
NIST to use the code development process for its recommendations, Tom
Frost, Senior Vice President of Technical Services, says the Terrorism
Resistant Building Committee is working to achieve a consensus on which
findings are broadly applicable and which relate only to the unique aspects

Ohio
overhauls fire code
The state has accepted the first major overhaul of the Ohio Fire Code
in six years. State Fire Marshal Stephen Woltz says the new and improved
fire code, which is based on the IFC, provides a detailed, comprehensive
set of rules on all aspects of fire safety and will easily integrate with
the Ohio Building Code.

service rollout continues
Two-day workshops were recently held at the Chicago and Los Angeles offices
for directors and managers with unit responsibility. During this workshops,
participants created proactive service processes.

The Builders Hardware
Manufacturers Association (BHMA) plans a more active role in code development
following an appearance from ICC Secretary/Treasurer Wally Bailey
during its spring meeting. Speaking at the opening summit, Bailey suggested
that better partnering and industry agreements were needed in the effort
to get codes passed. His presentation also included pointers for successful
code proposals.
IPC
restroom requirements catch attention
of the Wall Street Journal
A recent article addressed the code requirements for restroom access.
The article stemmed from an incident in New Hampshire, where a woman was
denied access to an "employees only" restroom in a Salvation Army thrift
store and had an accident in the store. New Hampshire's state plumbing
code, based on the IPC, requires merchants to provide customers and visitors
with restroom access. Many small business owners across the country expressed
concerns about the cost of providing clean restroom facilities and potential
liabilities if the public uses "employee only" restrooms.

Pennsylvania adopts
IUWIC. Pennsylvania is the first state to adopt the International
Urban Wildland Interface Code statewide. A survey was developed for
Pennsylvania fire departments about the state's recent adoption to determine
the
level of interest in training. Also, Colorado's statewide adoption of
the 2003 IMC, IPC and IFGC went into effect on July 1.
Code adoptions continue to grow. There were 255 I-Code adoptions
in June, increasing the year-to-date total to 939 at the end of the month.
Adoptions ranged in locations from Eagar, Arizona, to Riverton, Wyoming.

ICC to increase efforts with the American Society of Heating, Refrigeration
and Air Conditioning Engineers (ASHRAE). Pursuant to the ICC plan
for interaction with national organizations, ICC staff has conducted a
number of meetings with management of ASHRAE. Short-term activities include
ICC becoming more involved in the ASHRAE Code Interaction Subcommittee
of the ASHRAE Standards Committee, and becoming a member of the ASHRAE
Standards Project Committees involved with energy standards and ventilation/IAQ
standards.
Team Fire meets with fire marshals from around the nation. Staff
attended a meeting of the National Association of State Fire Marshals
(NASFM) and presented a program on the ICC process and how NASFM can be
involved and influential. The program was well received as a point-counterpoint
to NFPA's consensus processthe group recognized the value and the
logic of the governmental consensus process.
"Campus Fire Safety Right-to-Know" language added to College Access
and Opportunity Act. The House Committee on Education and the Workforce
voted to add the "Campus Fire Safety Right-to-Know" bill as an amendment
to H.R. 609, the College Access and Opportunity Act. ICC and a number
of other fire safety organizations support this legislation to make campus
buildings safer and reduce student deaths. The legislation requires colleges
and universities receiving federal funds to make fire safety information
on campuses universally accessible. It would also require the Secretary
of Education to submit a report to Congress analyzing the current status
of fire safety systems on campuses and recommending possible solutions
to problems that are uncovered in the analysis.
Donations are coming
in for conference's Silent Auction. Items include a baseball autographed
by Detroit Tigers Hall of Famer Al Kaline, a hockey puck autographed by
Detroit Red Wings Hall of Famer Alex Delvecchio, and works by renowned
artist Tyree Guyton.

ACCREDITATION SERVICE |
Departments respond
to IAS program. The phones in IAS have been ringing off the wall with
building departments requesting information about the Building Department
Accreditation Program. The response is the result of a glossy four-color
promotional postcard mailed out to ICC Governmental Members in July. IAS
is sending the respondents an information/application packet which includes
a cover letter, Building Department Accreditation acceptance criteria,
application, rules of procedure, fee schedule, flyer, news release and
general brochure. Respondents are being entered into a database to be
used for future uses. Information about the Building Department Accreditation
Program is also available on the new IAS web site at www.iasonline.org.
