Underground Storage Tank certification
can help states meet new federal regulations
States can prepare for new federal requirements for underground
storage tanks (UST) with International Code Council UST
certification. The UST Compliance Act of 2005, recently
signed by President Bush, requires the U.S. Environmental
Protection Agency to develop guidelines for UST operator
training. Once established, state environmental protection
departments will have to implement training programs to
receive federal funds.
States can get a head start with the International Code
Council. Many states already use International Code Council
certification for their code officials and inspectors. International
Code Council certification programs for UST operators, technicians
and inspectors test for the critical knowledge of laws,
regulations and standards needed to oversee equipment and
protect the environment from hazardous leakage of underground
tanks.
California already requires professional testing to operate
and maintain USTs. All California UST facilities must identify
a Designated UST Operator to verify that the facility meets
state requirements. Operators are responsible for conducting
UST inspections and providing training for facility employees
and must be certified by the International Code Council.
The International Code Council offers certification examinations
in several UST categories including Installation/Retrofitting,
Decommissioning, Tank Tightness Testing, Cathodic Protection
