    Ohio Building and Fire Officials attend Building Safety Month Advocacy Day at the Ohio Statehouse

    Building and fire officials from throughout the State of Ohio descended upon the Statehouse in Columbus, Ohio to advocate for Building Safety Month on May 17th. Officials met with state legislators including Ohio House Speaker Bill Batchelder and Ohio Senate President Tom Neihaus.

    The assembly of Code Council members were presented with an Ohio House of Representatives Commendation sponsored by Rep. Michael Duffey and the Franklin County delegation. They also received a Senate Resolution sponsored by State Senators Kevin Bacon and Tim Schaeffer. Following the formal presentations, the congregation was honored by the House of Representatives and Senate during their regular Sessions.

    Building and fire officials also shared a private audience with the Department of Commerce Director David Goodman, who presented them with a Proclamation recognizing Building Safety Month from Governor John Kasich.

    Ohio celebrates 100 years of building codes during annual OBOA conference

    The Ohio Building Officials’ Association hosted their annual Joint Conference with the Central Ohio Code Officials Association in Columbus, Ohio. The event was held March 6-8 in the Hyatt Regency and Columbus Convention Center. ICC BOD members Stephen Jones and Cash Olszowy, Exec. VP of Training David Dufresne, and Sr. Reg. Dir. of GR Corey M. Roblee were in attendance.

    The conference featured three days of education, business meetings, and special events including a performance by the “Green Tags,” a rock band composed of OBOA members. Roblee addressed the membership during their annual luncheon and introduced Ohio Director of Commerce, David Goodman, and ICC’s David Dufresne who provided the keynote addresses. Jones was the featured speaker during the annual banquet and installed the newly elected officers with Olszowy.

    During the conference, The Ohio Board of Building Standards commemorated the 100th Anniversary of building codes in the State of Ohio beginning in 1911.

    BIANCO holds annual dinner in Franklin Square, NY

    The Building Inspectors Association of Nassau County (NY) held a training and dinner/dance event on February 17th-18th. ICC Board Secretary/Treasurer Ron Piester and VP of Government Relations Dottie Harris were in attendance. Piester installed the newly elected officers during the annual dinner and dance night.

    TFSIA meets in Murfreesboro, TN for 43rd annual conference

    The ICC chapter of the Tennessee Fire and Safety Inspectors Association held its 43rd annual conference in Murfreesboro, Tennessee. Scott Stookey taught a chapter benefit course on “Above Ground Flammable and Combustible Liquid Tanks” and GR representative Mel Cosgrove taught two 2-hour courses to the 2009 changes to the IFC.

    Newly elected ICC board member Dwayne Garris attended the conference and thanked the organization for their support. He also provided a report on the Annual Business Meeting held in Charlotte.

    ICC Region 7 meets in Hagerstown, MD

    Region Chairman Bob Cannon, President of the West Virginia Code Officials Association, led the general meeting which included an ICC report by ICC BOD members Stephen Jones (NJ), Guy Tomberlin (VA) and Senior Regional Manager of Government Relations Roland Hall. ICC BOD candidates Alex Olszowy and Lynn Niblock also addressed the group. Plans for a web site and educational programs were discussed. The meeting was held on September 23rd & 24th in Hagerstown, Maryland.

    PENNBOC holds annual conference in Seven Springs

    PENNBOC held its Annual Conference at the Seven Springs Mountain Resort, October 13th through 15th.

    ICC CEO Rick Weiland addressed the members of the Pennsylvania Building Officials' Conference during their annual conference in Seven Springs Mountain Resort on October 13-15, 2010. ICC Board member Cindy Davis swore in the new officers. Also in attendance was Roland Hall, Senior Regional Manager of Government Relations. Eleven seminar topics were presented, including two by ICC instructors John Gibson and Bob Schutz.

    Newly elected officers were David Knox (President), Phillip Roeder, (1st Vice President), Cindy Cawley (2nd Vice President), James Lucas (Secretary), Daniel Rosario (Asst. Secretary) and Michael Como (Treasurer).

    University of New Mexico Science and Technology Center site of NMCBO conference

    The New Mexico Conference of Building Officials (NMCBO) held its annual training conference on August 18 and 19 in Albuquerque, NM at the UNM Science and Technology Center Rotunda.

    ICC Instructor, Terrell Stripling, presented the well attended seminars on: 2009 IBC Fundamentals Nonstructural - August 18, 2010 & 2009 IBC Mixed Occupancies - August 19, 2010

    Adolf Zubia, ICC Past President and Board Member, addressed the conference accompanied by Regional Manager of Government Relations, David (Dave) Nichols.

    Western Southern Tier hosts training and certification conference

    The Western Southern Tier Building Officials Association (WSTBOA) held their annual conference and installed newly elected officers. ICC Government Relations VP, Dottie Harris, was in attendance.

    Sixty code enforcement officers recently completed their annual certification training at the first week-long educational conference in Mayville hosted by the Western Southern Tier Building Officials (WSTBO), the association of code enforcement officers in and near Chautauqua County.

    WSTBO will offer this program annually, as previously local code officers had to travel to Buffalo or Rochester or further to complete their required code update training to remain certified by the New York State Codes Division. The week of update training follows initial training of each officer with five week-long courses during their first year of government employment.

    A kitchen grease fire demonstration highlighted the training. Fire Services Chief Pete Lattanzio from the Town of Colonie worked with the Mayville Fire Department to show how the trend for more cooking with vegetable oil has made for more dangerous conditions that now require special fire extinguishing equipment.

    With the fire department there to assist and in an open and safe parking lot, Lattanzio set a kitchen fryer ablaze that was using vegetable oil. A well-protected fire fighter then tried to extinguish the flames with several items, from ice to pressurized water and finally with a vent hood system. The ice caused an immediate explosion and the pressurized water caused a similar increase in flames, while the vent hood system was the only way to correctly put out the fire.

    Code-compliant vent hood extinguishing systems are required for all commercialgrade cooking equipment, and new Type K fire extinguishers must be available nearby to assist. The code officers and the kitchen staff at Chautauqua Suites were impressed with this vivid visual reminder to keep fire suppression equipment code compliant and to never fight grease fires with ice or water.

    Other training highlights included presentations by Director Ron Piester of the Department of State Codes Division and Dorothy Harris of the International Code Council, the organization that keeps New York codes current.

    Additional topics were fire safety inspections, code officer response after a fire, new deck framing requirements, special third-party inspections, workers’ compensation insurance requirements, wood truss installation, special operating permits, and ethics in government by the training manager for New York’s Commission on Public Integrity.

    “With constant changes to codes, it is imperative that all officials keep up on the latest information and technologies of the building trades,” according to WSTBO educational chair James E. Pacanowski, the code officer for the village and town of Westfield.

    WSTBO president John Monaco, the chief code officer for Fredonia, said the aim of the local code enforcement association is “consistency in the understanding, application and enforcement of building and zoning codes, ensuring that residents enjoy safe and thriving communities.”

    Weiland, Brothers, Piester, Jones,and Harris attend NYSBOC Conference

    The New York State Building Officials Conference held their annual conference in Ellenville, NY on September 15-17th.

    ICC CEO Rick Weiland, Board VP Jimmy Brothers, Board Members Ron Piester and Stephen Jones, and VP of Government Relations Dottie Harris were on hand for the annual event.

    NYSBOC officers Dan Casella (Past President), Mark Schwarz (Historian), Doug Scarson (Treasurer), Don Mekulik (Secretary), Ed Cusato (2nd VP), Jim Morganson (1st VP), and Wayne Cichon (Pres) were sworn in before the membership.

    Code Officials Conference of Michigan hosts Spring Conference in Traverse City

    COCM hosted its annual fall education conference at The Great Wolf Lodge in Traverse City, Michigan on September 27th-October 1st.

    ICC Board Member Stephen Jones and Sr. Regional Director of Government Relations Corey M. Roblee were in attendance.

    Jones addressed the conference and installed the newly elected officers. President Gerry McCallum chaired the annual banquet and pledged a promising year for the 2010-2011 education agenda for their members.

    The conference featured a scholarship golf outing,four days of education, the annual business meeting, and the annual awards banquet.

    Southern Nevada Chapter Donates $10,500 to Southern Nevada Parks and Recreation Centers for Free Swimming Lessons for Toddlers

    The Southern Nevada Chapter of the International Code Council (SN-ICC) has distributed $1500 grants to the parks and recreations departments of each of Southern Nevada’s jurisdictions to provide free swimming lessons for children four-years-old or younger.

    Citizens are encouraged to contact their local parks and recreation departments to inquire about enrolling their children in the free classes. There is no income restriction – all children are welcome.

    The parks and recreation departments that received the $1500 grants include Clark County and the cities of Las Vegas, North Las Vegas, Henderson, Mesquite, Boulder City, and Pahrump.

    This year marks the second time SN-ICC has provided the municipalities with $1500 grants through its Toddler Swim Lessons Grant Program. SN-ICC also gave $1500 grants to the jurisdictions in 2009, during which time the parks and recreation departments were able to teach approximately 400 children to swim for free.

    According to Southern Nevada Health District data, 32 children have died from drowning in Southern Nevada. The majority of those deaths occurred in residential swimming pools and nearly all the victims were 4-years-old or younger.”

    “The Toddler Swim Lessons Grant Program is our organization’s way of reducing future occurrences of drowning incidences,” said SN-ICC President Neil Burning. “But also, our grant program also helps to promote building safety, which is an SN-ICC goal, by making everybody aware of the dangers pools and spas pose to young children.”

    SN-ICC membership consists of professionals from both industry and government who work to develop and promote national and local building codes to help provide a safe built environment. The 2009 Southern Nevada Pool Code is an example of local building professionals working together to draft a model code that’s used by all Southern Nevada jurisdictions to create a safe built environment locally.

    “The pool code explicitly contains provisions that are effective in keeping toddlers from innocently accessing the pool area without an adult present and accidently drowning,” said Burning. “Those provisions include primary barriers, or perimeter fencing around a property with a pool, as well as secondary barriers that further limit a child’s ability to access the pool area.”

    Examples of secondary barriers include isolation fencing that separates a pool from the home, self-closing, self-latching gates, door alarms, and pool covers. Unfortunately, it wasn’t until 2003 that the secondary barrier requirement was added to the Southern Nevada Pool Code.

    With more than 100,000 pools in Clark County, many of which were built before 2003, there are thousands of pools in southern Nevada that may not have secondary barriers. According to Clark County Child Death Review data, the majority of recent child drownings in Clark County occurred in older residential areas with pools constructed prior to the 2003 edition of the Southern Nevada Pool Code.

    Brothers attends Building Officials of Mississippi Conference

    BOM held their annual conference, workshop, and election of officers meeting June 21 through 25 in Gulfport Mississippi. ICC Sr. Govt. Relations officer Mel Cosgrove made a presentation on the IgCC during the workshop portion of the conference, which also included presentations on fasteners, foundations, heating and air-conditioning, pipe insulation, gas piping, studor valves, electrical installations, and the I-Codes.

    ICC CEO Rick Wieland was scheduled to attend, but could not make travel due to weather complications. However, Weiland did address the conference via telephone

    ICC BOD Vice President Jimmy Brothers was in attendance and addressed the conference followed by a question and answer forum.

    Brothers also swore in the new officers of BOAM:

    President – Jeff Sims; VP – Blake Meredith; Treasurer – Hank Rogers; Secretary – Debra Byrd; Directors – Benny Epps, Ernie Carpenter, Terry Williamson, and Roy Edwards.

    Brothers presented the immediate past president Bill Rodgers with his past presidents pin and an ICC past presidents certification of appreciation.

    Immediately following the BOAM business meeting, ICC Region IX chapter held a meeting and elected officers:

    President – Tom Dozier - AL; VP – Alan C. Plante- FL; Sec – William Gil – LA; Treas – Bill Rodgers – MS; Past President – Bill Carrigee – MS

    NM Chapters host Joint Training Conference

    The Southern New Mexico Building Officials Association and New Mexico Fire Marshals Association Chapters of the International Code Council held their annual New Mexico Joint Training Conference in Ruidoso on April 11-13, 2010. Eighty code enforcement officals from across New Mexico, including staff from the New Mexico Construction Industries Divsion and State Fire Marshals Office, participated in courses presented on the 2009 IRC Fire Sprinkler Requirements, Inspection of Commercial Hoods, an Update on the New Mexico Building and Energy Code Proposed 2009 Amendments and Fireworks Regulation and Inspection.

    Adolf Zubia, Past President of the International Code Council, addressed the group at a conference luncheon on Tuesday and conducted the installation cermony for elected chapter leaders. A special meeting for leaders of New Mexico’s four ICC chapters was convened Monday evening to discuss the formation of the New Mexico Council of Code Officials which is intended to help improve the chapters’ communication, coordination and education efforts. Also attending the conference were Jay Peters, Executive Director of Plumbing, Mechanical and Fuel Gas Programs and Dave Nichols, ICC Regional Government Relations Manager.

    Code Officials Association of Alabama hold annual conference in Guntersville

    COAA held its annual conference at the Guntersville State Park May 17 – 19, 2010. The educational classes consisted on IgCC Green construction code, Specifying Foundation Flood Vents for Buildings, Truss Design and Truss Repair, Water Hammer and Tankless Water Heating Venting, Moisture Management in Tile Showers, Electrical Provisions in the 2009 IRC, Mechanical/HVAC Update, State Board Presentations, Fire Sprinklers, Smoke Control, Accessibility, and Deck Construction.

    Eddie Velaski from Mobile, AL was honored as the COAA Code Official of the Year and Tom Polk from Decatur was elected to represent the COAA on the ICC Region 9 board of directors. Mathew Danner was recognized with a Past Presidents Certificate from the ICC.

    Attending the conference for the ICC was Dominic Sims, COO and Mel Cosgrove, Government Relations Representative.

    Metro KC Chapter holds ABM

    The Metropolitan Kansas City Chapter of the International Code Council recently held their Annual Business Meeting on Saturday, December 19, 2009. Tina Rakes, member of the ICC Board of Directors, installed the following into their newly elected positions:

    Vice President, Scott Karr

    Secretary, Melissa Brill

    Treasurer, Alan Napoli, CBO

    Immediate Past President, Geoff Bowen, CBO

    Also in attendance was ICC Government Relations, Pat Coughlin.

    AMPTA hosts Tech Institute

    The Atlanta Metro Permit Technicians Association, the Code Council’s newest Permit Technician chapter, co-hosted the 2010 ICC Permit Tech Institute April 14-16 in Atlanta, Georgia. Former ICC Board Member Tim Ryan of Overland Park, Kansas and Susan McLaughlin, former Supervisor of Training for the State of New Jersey were the instructors.

    Tennessee Building Officials Association (TBOA) host 47th Annual Conference

    The TBOA held their annual conference in Gatlinburg, TN on April 25-28th. ICC Board of Directors Vice President Jimmy Brothers, Board Member Doug Murdock, ICC COO Dominic Sims, and Sr. Regional Manager of Government Relations Mel Cosgrove were in attendance.

    The four day conference featured education and events including the installation of newly elected President, Tim Earles, of Sullivan County.

    Tennessee Insurance Commissioner, Leslie Newman, was honored with the "Building Official of the Year" Award for successful efforts in adopting the 2009 I-Codes.

    Immediate Past President, Tim Ward, was also recognized with a "Lifetime Achievement Award" for his services to the ICC and other organizations.  

    Building Officials Association of Georgia (BOAG) holds 52nd Annual Conference

    BOAG held its annual conference in Albany, GA on April 9-13th. ICC Board Member Gregori Anderson, COO Dominic Sims, and Vice President of Government Relations Vaughn Wicker were in attendance. 

    Mr. Anderson installed the newly elected officers, including  newly elected President Carl Fortson, and provided the keynote address to the membership during their annual banquet.

    BOAG also recognized immediate Past President Tom Carty for his service to the profession and retirement from Peachtree City, GA. 

    Code Administrators of KY hold spring conference in KY Dam Village

    The Code Administrators Association of Kentucky (CAAK) held their spring education conference at Kentucky Dam Village in Gilbertsville, KY. ICC CEO Rick Weiland was in attendance joined by ICC Secretary-Treasurer Bill Dupler and Sr. Reg. Dir. of Government Relations Corey M. Roblee.

    Weiland and Dupler addressed the membership during the regular business meeting as President Alex "Cash" Olszowy presided. The  conference featured three days of education, a cookout, bluegrass music, and tournaments were held for cornhole (also known as "bean bag toss") and Texas Hold 'Em.

    Eastern States hosts 61st Annual Education Conference

    The Eastern States Building Officials Federation (ESBOF) hosted their 61st annual education conference

    The Federation is comprised of NJ, RI, NY, MA, NH, CT, VT and ME.  ICC CEO Rick Weiland was the keynote speaker at the banquet, addressing the membership, providing an update on the ICC and discussed the importance of the IGCC. US Senator Jack Reed, ICC Secretary – Treasurer Bill Dupler, Director Ron Piester, and Vice President of Government Relations Dottie Harris were also in attendance.

    Code Council Selected to Lead Energy Training in 3 States

    The International Code Council has been selected to lead the training and certification efforts in energy conservation for New York state, Tennessee and Illinois.

    OBOA hosts annual Joint Conference

    The Ohio Building Officials held their annual joint conference with host Chapter, Miami Valley Building Officials Council. The event was held in Dayton, Ohio at the Crowne Plaza hotel. ICC CEO, Rick Weiland, ICC Board liaison, Stephen Jones, and Sr. Regional Director of Government Relations, Corey M. Roblee, were on hand for the conference as well. ICC Board member, Stephen Jones, addressed the membership during the luncheon and installed the newly elected officers including OBOA President, Michael Rudey. Weiland provided the keynote address during the annual banquet.

    2010 Chapter Training Benefit

    Each chapter in compliance with CP-10 is entitled to an educational benefit. For 2010, the Chapter Training Benefit will consist of one day of training at 50 percent off the listed price for courses and workbooks. Read more.

    2010 ICC Chapter Award Winners Announced

    During the 2010 ICC Annual Conference, President Ronald Lynn announced the year’s Merit Award winners: • The Cumberland Region Codes Association • Laney College Student Chapter • Sacramento Valley Association of Building Officials • And the Virginia Building Code Officials Association

    Lynn also announced the winner of the prestigious 2010 Chapter of the Year, the Southern Nevada Chapter of the ICC. Congratulations to all!

    The U.S. Department of Energy (DOE) has provided funding to furnish free digital copies of the 2009 International Energy Conservation Code® (2009 IECC). This free download is meant to support the building energy efficiency goals of DOE's Building Technologies Program, as well as those found within the American Recovery and Reinvestment Act.

    DOE assists states and stakeholders with adoption- and compliance-related activities associated with the 2009 IECC. By making the code more readily available to all involved, DOE is confident that this collaboration with the International Code Council (ICC), the publisher of the IECC, will lead to greater energy efficiency in buildings.
