ICC Fellowship Available at U.S. Department of Energy, Washington, D.C.

A new U.S. Department of Energy (DOE) fellowship is available to an International Code Council member.

This year DOE is offering a fellowship to an ICC member to assist the DOE in the development of tools and educational materials for code officials dealing with enforcement of energy codes, including the International Energy Conservation Code (IECC).

DOE’s Office of Building Technologies, Building Energy Codes Program is seeking a highly qualified individual with a background in code enforcement, relevant educational credentials, and excellent written and verbal communication skills.

The individual selected would be employed at DOE’s headquarters in Washington, D.C., provided with an annual stipend of approximately $70,000, expected to work a regular 40-hour week, and would work with DOE’s Office of Building Technologies Team, including DOE employees, contractors and outside organizations.

The term of the fellowship would be for a period not to exceed 18 months. The Council asks that any interested members submit their resume, cover letter and the names of three references to the email address below.

The Fellow will assist in one of the following code deployment activities:

  1. Code Compliance. Establish three compatible template processes and procedures for state evaluation of state code compliance. Integrate REScheck and COMcheck compliance and field inspection forms into the process and procedure, amended as necessary. Establish a system for integrating the data nationally. Prepare a draft Statement of Work (SOW) for demonstrating the templates and evaluate their usability.
  2. Residential Duct Test Training. Prepare training materials for the new duct testing requirements in the 2009 International Energy Conservation Code (IECC), including strategic options for practical code enforcement and compliance. Deliver videotaped, web-based Energy Codes Summit 2010 training and demonstrations.
  3. Assessment of the Impact of Updating State Energy Codes. Prepare report(s) of the impact of updating state building energy codes to meet Standard 90.1-2010 based on EnergyPlus analysis of benchmark buildings and cost databases. Perform compliance testing of COMcheck using benchmark buildings, and recommend program and front-end changes to simplify COMcheck use.
  4. Advanced Energy Code Training. Integrate benchmark buildings, EnergyPlus and COMcheck in the process. Deliver videotaped, web-based, regional Energy Codes 2010 training and demonstrations.

The Department will consider proposals for 12 to 18 months of work in these areas, commensurate with the experience of the applicant.

The successful applicant will participate in Building Technologies Program staff meetings, Building Energy Codes monthly deployment meetings, the Energy Codes National Workshops and the Building Energy Codes Program review.
