Cindy Davis is the Deputy Director of the Division of Building and Fire Regulations at the Virginia Department of Housing and Community Development; Davis has served in this position since 2015 following the retirement of her mentor Emory Rodgers.
Prior to accepting the position of Deputy Director, Davis, served under Rodgers as the Director of the State Building Codes Office, responsible for the code development and technical side of the program areas. She accepted that position in 2012 after moving from western Pennsylvania where she had been a Building Official for two jurisdictions.
In addition to serving the Commonwealth, Davis also served two, three-year terms, on the Board of Directors of the National Institute for Building Science (NIBS) and served two terms on the Board of directors of Viridiant (formerly Earthcraft VA) supporting efforts to achieve energy efficiency affordably.
As a lifelong learner, Davis holds 17 Code Council certifications and has completed various programs at Virginia Commonwealth University including the Minority Political Leadership Institute, the Virginia Executive Institute, and the Virginia Government Leadership Institute. She attended Butler County Community College Civil Engineering Technology Program and Colorado State University Organizational Leadership Program.
“To have the opportunity and fortune to have worked for Emory Rodgers for several years prior to his retirement was an honor,” said Davis. “He was a true icon of the profession and provided me with invaluable insight and guidance.” To that end Davis is grateful for the many opportunities she has had to serve the building safety profession and is passionate about providing strong customer support to the building departments, code officials and technical assistants throughout the industry.
