At the time, in addition to those three plumbing codes, most large jurisdictions also had their own plumbing codes. The outcome of the initiative was the International Plumbing Code (IPC). The IPC is currently used in 35 states, the District of Columbia, New York City, Guam and Puerto Rico.

He had dedicated himself to actively participating in every annual Conference since 1966. The 2014 Conference was the first he missed due to illness. He passed away on Sept. 30, 2014.

Whitney is the Building Official for Grand County Utah. He served two-terms on the ICC Board of Directors. He is an active participant in code development and served on the cdpACCESS Committee. He has been the Grand County Building Official for more than 20 years and holds 12 ICC certifications.
