Building regulations in DC are developed by Construction Codes Coordinating Board (CCCB) based on the codes published by the International Code Council. The CCCB has different technical advisory groups to address different codes and issues, and make recommendations to the CCCB for local amendments. Members of the CCCB are appointed by the Mayor. After the CCCB has voted on the regulations the proposed regulations are published for public review and comment, and, follow the rulemaking process, the final regulations are submitted by the Mayor  to the DC City Council for review and adoption. The final rules become effective upon publication in the DC Register. DCRA (Department of Consumer and Regulatory Affairs), is responsible for the administration and enforcement of the codes.
