There are not that many requirements in NFPA 72 or the IFC for monitoring surprisingly. In past departments I’ve worked for we would require them to do what you are asking about (and have a list of emergency contacts on the alarm panel itself) from §907.8 Inspeciton, testing and maintenance. It reads:

“The maintenance and testing schedules and procedures for the fire alarm and fire detection systems shall be in accordance with Section 907.8.1 through 907.8.5 and NFPA 72. Records of inspection, testing and maintenance shall be maintained.”

When you read the following section, §907.8.1 Maintenance required, it says:

“Whenever required for compliance with the provisions of this code, devices, equipment, systems, conditions, arrangements, levels of protection or other features shall thereafter be continuously maintained in accordance with applicable NFPA requirements or as directed by the fire code official.

The thinking was: If they are required to maintain the system yearly, then they would also need to maintain their contact information at the monitoring station. 

Although the “as directed by the fire code official” language can be abused in certain cases, there was never an issue because they wanted to know if there was a fire on site.

What code do you all use for businesses/ churches for them to maintain an updated phone list with their providers to respond out to fire alarms?
