I have an old Quonset type structure that has been used in the past for mercantile use on the ground floor and an apartment above on the second floor.  The new building owner would like to put his upholstery business on the ground floor and lease the second floor for business use.  There are a total of three structures on the property.  Two are Quonset type structures constructed end to end, with a third garage type structure on the same lot and roughly 12 feet away from the steel Quonset structures. The architect is classifying them all as one building per 302.3.1 and 503.1.3, non-separated  based on proximity.  The Town is on the 2003 IBC, table 503 allows for F-1 occupancy to occupy 8500 s.f. and 1 story without allowable increases. 

Is an F-1 occupancy allowed in a two story non-sprinkled, non-separated structure?  Confused
