Apparently, your vote in PHX at the IgCC final action hearings was pointless. At that hearing, you voted to keep low-rise residential structures out of the IgCC (including the use of ICC 700) on both a voluntary & mandatory basis.

But today, as this code book is released, you'll find the points-based system is somehow back in as an optional compliance path. I don't know who made the decision to reverse your vote after the fact, but I'd love to find out. (You probably would, too.)

And I feel bad for the code officials out there who are as familiar, if not moreso, with other established green building programs and rating systems (Scottsdale, LEED-H, Builders' Challenge, Build It Green, CalGreen Tier 1 or 2, etc.). Unfortunately, the understaffed and underfunded building departments out there can't choose those worthy (and sometimes more impactful) programs.

Unless, jurisdictions exercise their right to make modifications and adopt whatever they choose. Maybe this could be more user-friendly for the code official. Hmmm.....

P.S. If anyone is looking for a non-points based system for low-rise residential, let me know. I've got a fully developed document you can have with no strings attached. (Authors include Green Builder Coalition, USGBC, MC2 Mathis Consulting, and code officials from NJ, MN and AZ. Technical guidance provided by ICC staff and Southern Nevada Water Authority.)
