Have you asked your local code official about your question or are you in a dispute with a code official over what he is telling you?

What edition(s) of the codes are you supposed to comply with? 

How many stories above grade plane are these each of these units?

Hi, I am in need of a code opinion on whether or not a structure I am building is considered a "Townhouse" according to the building codes. More specifically, does a NFPA 13D automatic sprinkler system meet the code requirement for this building. Also, whether or not MEP plans are required by an engineer.
DETAILS of project:
I am building  7 plex townhome style apartment building. The units are in a row next to each other with a the front and rear having a door and opening to lawn and parking lot. The lot is zoned multi-family 2 and there is only one owner for the building and not 7 separate owners/parcelled lots. It is built like townhouses because there isn’t different tenants living above each other.. The partition wall is a 1 hour rated wall – UL U340. It as been difficult to find a definitive answer on whether 13R is required or is 13D meets code.. Since each unit is separated by a firewall I believe they are considered separated areas which allows 13D. I’m not a code expert and want to make sure whatever system I choose is in compliance.

Based on R202 definition of Townhouse I believe they are considered Townhouses because it meets that criteria and the code does not specify anything about type of ownership, lot lines, etc.
Building plans are attached.

Overall question- are building codes intended to be applied to the type of structure being built or the zoning of the land they are built on/ type of ownership.
