SUMMARY:Performance-Based Earthquake Engineering
DESCRIPTION:Performance-based earthquake engineering (PBEE) in United States has had humble beginnings but has made huge strides over the past couple of decades. A majority of tall buildings in western United States are currently being designed using PBEE principles rather than prescriptive code procedures. Successful further development of PBEE requires close collaboration between researchers and practicing engineers. Currently PBEE is undergoing a very important transition from its first generation of methodologies to a new and fully probabilistic approach. For such a transition to be successful a number of research needs and practical requirements must be addressed in a timely and cooperative manner. These needs vary from meaningful definition of desired performance objectives\, consequences of not meeting these objectives\, dependable characterization of system and component level fragility specifications\, meaningful representation of earthquake ground motions\, improved understanding of the performance of structure and its contents\, soil-foundation-structure interaction\, and bridging the gap between and advancing both experimental research and our analytical capabilities. This presentation will briefly discuss these issues and provide examples of problems and solutions that the speaker has encountered in dealing with these needs. The provisions of the newly released LATBSDC Guidelines (scheduled for release on May 15\, 2020) will be also discussed.

SUMMARY:How to be a Leader by Practicing Active Listening (Learn Live)
DESCRIPTION:Identifying potential and delivering projects. Active listening is essential in our collaboration\, meetings\, and solving disputes or conflicts. We listen to obtain information\, understand\, and share experiences and points of view. Active listening determines ways/suggested solutions to meet all stakeholders shared goals and provides a good teamwork environment. It also provides good data for critical thinking. Critical thinking includes analysis and evaluation of an issue to make a judgment. Also Identify potentials is critical; one of the essential tools is to allow brainstorming between all team members at all company levels to get general feedback and suggestions that could help modify or enhance some of the processes to improve the outcomes. All of the above provide the ability to be a great leader by making reasonable decisions\, solve a problem\, develop alternate solutions\, and look for root causes of issues or conflicts.

SUMMARY:Standards Development\, Product Performance\, and Building Codes The Foundation of Success (Online Live)
DESCRIPTION:This program will focus how the standards development process\, specifically ASTM\, helps to set the foundation for performance of building materials. It will include an overview of how standards are developed and then implemented through the code and also third-party product certification programs for code compliance. The program will then focus on how these standards impact Chapter 14 of the International Building Code and Chapters 3 & 7 of the International Residential Code. The programs will also include a short highlight on the application of wind standards with hurricane performance to ensure more resilient buildings.

SUMMARY:Inspector Skills (Online Live)
DESCRIPTION:This class addresses the necessary soft skills for success as an inspector—those non-technical traits and behaviors that enhance an inspector’s ability to interact with others and to successfully carry out their job duties. These include people skills such as effective communication\, diplomacy and customer service\, but also include skills for problem solving\, professionalism\, integrity\, and time management. In addition to a solid understanding of the technical provisions of the codes\, developing appropriate soft skills are essential in pursuing the goal of safe\, healthy and durable buildings for the community. Developed specifically for construction inspectors in all disciplines\, the topics covered are equally important to all employees of public service agencies including permit technicians\, plan reviewers\, managers\, building officials and fire code officials. The information is also beneficial for developing policies and procedures to promote consistent and fair inspection practices while improving communications and public relations.

SUMMARY:Designing Mass Timber Construction to Mitigate the Potential for Disproportionate Collapse
DESCRIPTION:Since the Ronan Point Apartments incident in 1968\, there has been a push to inculcate design and detailing measures into mid and high rise buildings that would mitigate the potential for disproportionate collapse in the wake of an extreme loading event (e.g.\, explosion). At the present time\, UFC 4-023-03 “Design of Buildings to Resist Progressive Collapse“ is used by the Department of Defense\, Department of State\, and other entities to define design requirements aimed at reducing the potential for disproportionate collapse. Since 2016 (i.e.\, the year UFC 4-023-03 was last updated)\, there has been growth in the use of mass timber structural systems in buildings constructed in the United States. As such\, an effort was recently completed that updated UFC 4-023-03 specifically for mass timber systems. This presentation describes the updated provisions to UFC 4-023-03. Furthermore\, a design example that illustrates the primary strategies that can be utilized to mitigate the potential for disproportionate collapse of mass timber buildings is described in detail. K&C\, LERA\, and KPFF\, who each have experience in designing mass timber structures for progressive collapse resistance\, worked closely with the U.S. Army Corps of Engineers Protective Design Center to develop these UFC 4-023-03 updates.

SUMMARY:IBC Statement of Special Inspections
DESCRIPTION:The International Building Code requires that the design professional in charge create a Statement of Special Inspections (SSI) for each project. This seminar will discuss each component of the SSI\, including types of inspections\, the extent of these inspections\, and the frequency at which they should be provided. The discussion will not only include code prescribed inspections but many of the special inspection requirements that are not defined in referenced standards. Several project examples will be used to show how an appropriate project-specific SSI is developed.

SUMMARY:Legal Aspects – Essential Topics (Online Live)
DESCRIPTION:Take a quick trip through the essential topics of the legal aspects of code administration in this mini sampler of the most important concepts inspectors must master to effectively do their jobs. The subjects covered will include the source of the building inspector’s powers and limitations on that power\, why knowing what person or which legal entity the inspector is dealing with when issuing or revoking permits and pursuing violators is critical\, how a basic knowledge of the right of entry can prevent devastating lawsuits\, and tips on being a great witness in court.

SUMMARY:When Disaster Strikes - Evaluator Training (Online Live)
DESCRIPTION:All too often before and after a disaster\, an affected community is left on its own to struggle with preparing to respond to the event and then assessing and dealing with its damage. When assessments are not conducted quickly\, a community’s residents will reoccupy potentially unsafe structures. Small scale localized events can often be handled by local building departments. However\, in a large scale and/or large regional disaster\, local building departments are unable to meet the demand and often unable to provide these valuable assessments. The ICC Disaster Response Inspector Program is aimed at training and certifying qualified professionals to assist with performing Post-Disaster Building Safety Evaluations. It also discusses the NIMS credentialing process whereby properly trained and qualified Post-Disaster Building Safety Evaluators can be prequalified and rostered. By properly training and pre-qualifying a pool of individuals building officials are better able to jump start recovery.

SUMMARY:2024 IRC Loads – Snow\, Wind and Seismic (Online Live)
DESCRIPTION:Mid-career residential inspectors and plans examiners will find this seminar insightful as will designers looking for a review of changes to snow\, wind and seismic requirements in the 2024 IRC. The IRC has a new snow map that changes snow loads in most areas of the country. Some snow loads go up\, others down\, some change by 2%\, a few by nearly 40%. It is important to understand changes for your local area. Component and cladding loads updated with a simplification of roof areas for steeper pitched gable roofs. For buildings in higher wind areas\, where winds are more than 115 mph\, nailing patterns for roof sheathing may change as well as nailing for roof cladding. Lastly seismic load application is clarified\, and restraint of appliances is expanded.
