In July 2009, the ICC Board approved the development of the first comprehensive swimming pool code coordinated with the current requirements found in the International Codes to meet the requirements of the Virginia Graeme Baker Act to upgrade pool safety. The International Swimming Pool and Spa Code (ISPSC) will be developed with the support of the Association of Pool and Spa Professionals (APSP) and will encompass the design, installation and inspection of aquatic facilities (i.e., public swimming pools, public spas, permanently installed residential spas, above-ground/on-ground residential swimming pools, residential in-ground swimming pools, portable spas, aquatic recreational facilities, barriers for all residential pools and spas, water quality and suction entrapment avoidance for these facilities) based on the current ANSI (APSP) standards, technology and code provisions.

International Swimming Pool and Spa Code (ISPSC) Development Schedule

The ISPSC development process moved to two hearings in 2011, along with ICC’s International Green Construction Code. Code change proposals for Public Version 1.0 were due to the Code Council by March 1, 2011. Those proposals were heard at the Code Development Hearings in May, 2011, held in Dallas, Texas. Public comments on Code Development Hearing actions were then accepted until August 12, 2011. Submitted public comments formed the basis for Final Action Hearings held in October, 2011 in Phoenix, Arizona. The final version of the ISPSC is now available.
