ICC-ES and NTA collaboration gives clients a one-stop experience for evaluations

Earlier this year, the International Code Council announced that it had acquired NTA, an Indiana-based company that provides testing services, product certification, inspection, engineering, off-site construction plan review and code evaluation. The acquisition of NTA has significantly expanded the services the Code Council provides by adding major laboratory and testing capabilities.

Since the acquisition, our two organizations have been working together to integrate NTA into the Code Council’s family of solutions. One of the most significant elements of this process is integrating NTA’s code evaluation division with the ICC Evaluation Service (ICC-ES). The two companies’ evaluation services are working closely together to provide clients with faster and more streamlined processes.

Joining forces with NTA is the latest development in ICC-ES’s ongoing effort to enhance its services and improve the client experience. In recent years, ICC-ES has significantly reduced turnaround time to produce evaluation reports, improved client communications and revamped operations to make the evaluation process as easy and seamless as possible.

Clients have taken notice of the positive changes. One longtime client commented, “When I have a question and I reach out to ICC-ES, the response time is ridiculously fast. It’s very critical because sometimes you need to have answers right away.”

Another client commended ICC-ES’s staff for being “really top-notch thinkers and hard workers who try to evaluate products consistently, fairly and even help the manufacturer understand concerns and potential solutions.”

NTA also takes pride in putting the customer first and cultivating a “culture of responsiveness.” One current NTA customer said that he viewed responsiveness as the company’s main strength. “Every account manager and every engineer that I’ve worked with have always responded to me and sometimes my naive questions with thoroughness and speed,” he commented.

The two companies will further enhance the experience clients have when getting their evaluations from the combined ICC-ES/NTA operation. Moving forward, clients will benefit from having a one-stop experience for their product reports that reflect the expertise of both ICC-ES and NTA — without any disruption in their current relationships with either company.

We’re excited to collaborate to continue improving and expanding the services we provide to clients. Over the past few years, we have both worked tirelessly to give our clients the best product in the market, and our efforts will now be enhanced by the expertise and facilities our new partnership brings.

Shahin Moinian
Shahin Moinian, P.E., is the president of ICC Evaluation Service, a non-profit, limited-liability company that does technical evaluations of building products, components, methods and materials. He joined ICC-ES as the executive director, ICC-ES certification programs in August 2010. He oversees all product evaluation/certification activities within ICC-ES. The current ICC-ES programs include building, plumbing, mechanical, fuel gas, swimming pool and spas, private sewage disposals, and other related products. Moinian started his career as a project engineer at a spa manufacturing company designing products and components. He thereafter joined a listing agency as an assistant director and eventually the director of research. Moinian then moved to Ohio and worked as the director of codes and standards for Moen Incorporated. He returned to California after five years and worked in a listing agency as the head of the subsidiary. He oversaw the global certification activities, which included business planning and execution, certification activities, sales and marketing activities, management registration program, standards department and the laboratory recognition program. He has also taught mechanical engineering courses as an adjunct professor at California State University. Moinian is a licensed mechanical engineer (California and Ohio) with a Master of Engineering in mechanical engineering from Cal-Poly, Pomona.
David Tompos
David A. Tompos, LEED AP BC+D, is the president and chief executive officer of NTA and has the responsibility of the overall strategic vision and direction of the company. He also oversees all government relations, which includes NTA’s involvement with the U.S. Department of Housing and Urban Development and state agencies. Tompos studied at Purdue University and holds a bachelor's degree in computer and electrical engineering. After graduating in 1998, he started his career at NTA as director of testing services at the NTA Testing Laboratory. During this time, he gained a thorough understanding of manufactured housing testing procedures, inspection, product evaluation and in-plant quality control. While serving as director of testing services, Tompos also pioneered the development of the industry’s first electronic plan review software, eDAPIA. This advanced software revolutionized the process of third-party design review by eliminating the delay in the traditional mail process and saving manufacturers considerable time and money. Before leaving his position as director of testing services, Tompos started the testing laboratory.
