2024 International Energy Conservation Code Update: Appeals Deadline Extended and Next Steps

IECC Appeals Deadline Extended

To ensure that all interested stakeholders are able to participate in the process, the International Code Council has extended the deadline to submit appeals relative to the 2024 International Energy Conservation Code® (IECC) to Tuesday, January 2, 2024, at 11:59 PM PT.

The final reports on balloting by the IECC Consensus Committees on approved changes to Public Comment Draft #2 are available on each committee’s webpage (Commercial and Residential).

Appeals and substantiation can be submitted to the Chief Executive Officer through rmanning@iccsafe.org along with the filing fees. Appeals will be processed in accordance with Section 4.1 of Council Policy 1 – Appeals and Code Council procedures.

Publication of the 2024 IECC will occur in 2024 after all appeals raised pursuant to Council Policy 1 have been resolved.

2027 and Beyond

The Code Council has placed the IECC and Chapter 11 of the International Residential Code (IRC) on continuous maintenance, which means development will continue without a substantial pause in order to account for rapidly evolving building technology. The graphic below illustrates the continuous maintenance process. Continuous maintenance reduces the administrative burden on the committee members and helps the overall cycle timeline, allowing the committee to consider more change proposals in each publishing cycle.

While similar to the 2024 IECC development process, the ongoing process will have some key differences. This process is intended to bring greater efficiency to the development process. 

1. The approval of changes to the draft will require a two-thirds majority vote of the consensus committee at all phases. 
2. Public Comment Draft #1 (4b) and Public Comment Draft #2 (4c) will only be open for comments on substantive technical changes made to the immediate preceding draft published for public comment. 

The Code Council is inviting public comments on how to improve the IECC standards development process. Comments should be submitted using this online feedback form, and received by Saturday, December 30, 2023, at 11:59 PM PT. All comments will be considered prior to the commencement of the 2027 cycle.

Shortly following the publication of the 2024 IECC, the entire document will be open for public comment through energy.cdpaccess.com. The public comment period will be open for a minimum of 45 days. Public comments will be heard once the new consensus committees and subcommittees have been seated.

2027 Call for Committees

The Code Council wants to thank the 2024 IECC committees for their service and dedication to the development of the IECC. The committee members spent more than 10,000 hours developing the 2024 IECC.

The call for committee members for the 2027 IECC will open in early spring 2024 as the term of existing members will conclude on June 15, 2024. Once new committee members are appointed by the Code Council Board of Directors, the Consensus Committees will meet to structure their subcommittees. A subsequent call for voting members of subcommittees will be made at that time. The balance of the committee’s member interest categories will be maintained in accordance with the Code Council Standard Consensus Procedures.
