International Code Council Board Approves Changes to Council Policies

These changes are part of the Code Council’s commitment to continuous improvement of its codes and standards development processes and reflect feedback from various stakeholders.

At its February 5, 2025, meeting, the International Code Council Board of Directors (ICC Board) approved changes to Council Policies related to codes and standards development. These changes are part of the Code Council’s commitment to continuous improvement of its codes and standards development processes and reflect feedback from various stakeholders.

The changes are as follows:

  • CP-1 – Appeals now applies only to codes developed through the code development process. Appeals are limited to process and procedure issues. Questions about whether a proposed provision falls within the relevant scope and/or intent statements may be submitted by committee chairs via the committee secretariats to the ICC Board, which will provide a written response within 30 business days. The ICC Board will appoint the Appeals Board for the entirety of the three-year code cycle, and the Appeals Board will be the final arbiter of appeals.
  • CP-12 – Standards Development now applies to all documents developed through the standards development process.
    • The existing accredited ANSI Consensus Procedures were converted into CP-12A – ICC Consensus Procedures (ANSI). This policy governs the development, maintenance and appeals of ANSI approved Code Council standards.
    • The existing accredited SCC Consensus Procedures were converted into CP-12B – ICC Consensus Procedures for Canada (SCC). This policy governs the development, maintenance and appeals of SCC-accredited Code Council standards.
    • CP-12C – ICC Standards Development Consensus Procedures is a new policy that establishes a set of consensus procedures that specifically address the development, maintenance and appeals of Code Council documents developed through the standards development process that are compliant with OMB A-119. As in CP-1, the policy clarifies that appeals are limited to process and procedure issues and will ultimately be decided by the Appeals Board, and lays out a quicker route to resolution of scope and intent issues by the ICC Board.
  • Changes to CP-28 – Code Development provide a quicker route to resolution of scope and intent issues by the ICC Board.
