ICC President’s Award presented to the ICC moderators

Each year, the International Code Council recognizes peers and colleagues who are a reflection of what the association stands for: dedication to developing model codes and standards used in the design, build and compliance process to construct safe, sustainable, affordable and resilient structures. The Code Council honored several outstanding individuals and organizations for their accomplishments and contributions to building safety and resiliency in their communities during the 2019 Annual Conference in Las Vegas, Nev.

The ICC President’s Award honors an individual or group that makes exceptional contributions to the goals, vision and mission of the International Code Council. It is based on the selection by the Code Council board president in special recognition for service to the Code Council. Code Council Board of Directors Immediate Past President William Bryant presented his 2019 President’s Award to the moderators of the Code Council’s code development process during the ICC Annual Banquet on Oct. 22, 2019, in Las Vegas, Nev.

“This year’s award comes from the heart,” said Bryant as he prepared to announce the award. “Those of you who know me best understand my true passion will shine when the Public Comment Hearings begin. Ladies and gentlemen, I am a Code Geek.”

“I have dedicated the better part of my professional career to code development. Our code development process creates the best codes in the world, and I am incredibly proud of that. I present the President’s Award to a group of professionals who are uniquely committed to the development of the International Codes. Their work is grueling and intense but critical to the successful outcome of our process. Thanks to this group of dedicated code geeks, our hearings run smoothly, fairly and always with a sense of style.”

“Gentlemen, it’s truly an honor to be one of you and I can’t wait to get back in the saddle,” Bryant concluded. “On behalf of all of us here at the Code Council, I want to thank you for your dedication and service to the code development process.”

Code Council moderators facilitate the code development hearings and keep things on track. Appointed by the Code Council Board President, moderators act as presiding officer for the Committee Action Hearings and Public Comment Hearings. They oversee testimony; floor discussion; rebuttals and re-rebuttal; points of order; voting and assembly action; committee questioning, discussion and decision; and more and conduct the hearings according to Robert’s Rules of Order as modified by CP-28. The work is grueling and critical to the entire code development process.

“I don’t think people really understand what the moderators go through,” said Tim Ryan, past Code Council board director, upon accepting the award on behalf of the Code Council’s moderators. “I know people look at us and while we have a lot of fun there’s a lot of work that goes on behind the scenes. The meetings, the conference calls, going through the scripts and through the “what-ifs”… we spend 10 to 12 days every conference, away from our families, late hours until midnight and 1:00 a.m. in the morning, and then at the end of the day, we relax, we get four hours of sleep, get up by 8:00 in the morning and we do it all over again.”

“I’m sure you’re asking why we do it. Well, we do it because we care,” Ryan explained. “We do it because from the bottom of our hearts and the depths of our souls we’re working to create the best codes on the face of this planet. We do it so that the board of directors, the staff and all you members out there who are trying to get these codes adopted can tell the politicians that these really are the best codes available. From the bottom of our hearts, thank you so much for this award.”
