  • Personal Perspectives

Each year, the International Code Council recognizes peers and colleagues who are a reflection of what the association stands for: dedication to developing model codes and standards used in the design, build and compliance process to construct safe, sustainable, affordable and resilient structures. The Code Council honored several outstanding individuals and organizations for their accomplishments and contributions to building safety and resiliency in their communities during the 2019 Annual Conference in Las Vegas, Nev.

The Innovation in Code Administration Award recognizes building safety organizations for innovation in the delivery of code administration services in their communities. It is sponsored jointly by the Code Council, the International Association of Fire Chiefs — Fire and Life Safety Section, and the National Association of State Fire Marshals. The organization must have implemented a unique approach to positively enhance code administration services in the community, resulting in a measurable reduction in deaths, injuries or property damage, and/or the quality, effectiveness, or efficiency of code administration services.

The Planning and Development Department for the city of Rock Hill, S.C., received the 2019 Innovation in Code Administration Award during the Government Relations Forum on Oct. 22, 2019, in Las Vegas, Nev. Mike Nugent, building official for the city of Rock Hill, accepted the award on behalf of the city’s Planning and Development Department.

The Rock Hill Planning and Development Department received the award for its “Open for Business” program, which ensures that new business owners have a full understanding and compliance with the building and zoning codes. Understanding the challenges of starting and running a small business, the city program includes a special business assistance team that will guide aspiring entrepreneurs through the process of opening, relocating or expanding their business in Rock Hill. The program ensures that the new business owner is prepared for success in their new venture, which includes full understanding and compliance with the building and zoning codes. The program advocates for local businesses and the economic growth of Rock Hill, while also raising awareness for the building safety concerns involving code compliance. With such an innovative program, the city of Rock Hill has set a precedent for community programming nationwide.

The International Code Council congratulates the Planning and Development Department for the city of Rock Hill, S.C., as its 2019 Innovation in Code Administration Award recipient.
