ICC and the Commonwealth of Massachusetts Signed an Agreement to Provide Resources for Efficient and Safe Building Design
This first of its kind agreement provides members and staff of the Board of Building Regulations and Standards with Digital Codes Premium subscriptions, PDFs and code books.
In August 2025, the International Code Council (ICC) and the Commonwealth of Massachusetts signed a new agreement that provides ICC reference materials to the Massachusetts Board of Building Regulations and Standards (BBRS), continuing their ongoing relationship.
Background
In 2024, ICC published the Massachusetts Uniform State Plumbing Code with amendments on its Digital Codes Premium (DCP) platform.
In August 2025, ICC published the tenth edition of the Massachusetts Building Code with amendments to the DCP platform. This provided much anticipated access to a digital version of the Massachusetts building and plumbing codes for ICC members, design professionals and stakeholders.
Newly Signed Agreement
The signed agreement between ICC and the Commonwealth of Massachusetts provides members and staff on the Massachusetts BBRS with Code Council reference materials, including DCP subscriptions, PDFs and code books. These ICC-provided materials will be used to help BBRS review the eleventh edition of the Massachusetts Building Code that will be based on the 2024 International Codes® (I-Codes).
Once the eleventh edition is published, this agreement gives ICC the exclusive rights to enter into another agreement to partner with the Commonwealth of Massachusetts to publish this edition in full.
The signing of this agreement, after a long-term effort, officially establishes a partnership and commitment between ICC and the Commonwealth of Massachusetts to work together to provide the resources necessary for efficient, effective and safe building design, including code development and compliance.
