National Webinar Highlights 2025 Housing Supply Progress and 2026 Opportunities

On Dec. 16, 2025, HousingTech and the Housing Innovation Alliance hosted a national public webinar examining progress made in expanding U.S. housing supply in 2025 and researching opportunities for 2026.

Policy Momentum Across the U.S.
Ryan Colker, International Code Council Executive Director of Energy, Resilience & Innovation, joined other national housing leaders as a presenter.
The discussion covered a broad range of policy solutions at the federal, state and local levels, including zoning reform, permitting modernization and the growing role of off-site construction.
Congress is advancing bipartisan housing legislation aimed at increasing supply, and state legislatures have significantly accelerated action, tripling the number of housing-related bills passed since 2023.
Speakers emphasized the need for well‑informed policy development grounded in engagement with diverse stakeholders to streamline processes effectively.
Off-Site Construction as a Key Opportunity for 2026
Panelists identified modular and other off-site construction methods as a major area of opportunity in the coming year.
Cities are beginning to develop demand guarantees to provide manufacturers with greater certainty and support market growth.
However, panelists noted that policy reforms alone are not enough; communities must also address land availability, capital and workforce capacity.
Colker highlighted the role of off-site construction in enhancing supply and solutions to expand its use including:
- Overcoming regulatory fragmentation in off-site requirements, particularly through adoption of ICC/MBI standards.
- Highlighting successful state and local models, including Utah’s statewide program, Colorado’s multi‑faceted approach, and local initiatives in Rochester and Cleveland.
- Pointing to the 2027 International Building Code® (IBC®) and International Residential Code® (IRC®), which are considering incorporation of ICC/MBI standards.
- Underscoring the importance of education for code officials, designers, contractors and the public.

The 2026 National Housing Supply Summit is scheduled for March 18, 2026, in Washington, D.C., with a virtual participation option. Registration is currently open.
Organizers emphasized that continued collaboration, innovation and policy alignment will be essential to meeting the nation’s housing needs.
