Chapter presidents honor peers for extraordinary performance and participation

Each year, the International Code Council recognizes chapters that are a reflection of what the association stands for and that promote its mission and goals. The Code Council honored several outstanding chapters for their accomplishments and contributions at the Chapter Presidents’ Meeting on Oct. 21, 2019, during the 2019 Annual Conference in Las Vegas, Nev.

Chapter Merit Award winners — the Central Coast Chapter, the Minnesota Association of Housing Code Officials, and the Virginia Building and Code Officials Association— were recognized. The Regions Spotlight Award was given to ICC Region II, and the prestigious Chapter of the Year Award was presented to the Code Administrators Association of Kentucky.

“My fellow board members and I understand the time and effort you contribute on behalf of your chapters,” said International Code Council Board Director Alan Boswell, who served as the chairman of the 2019 ICC Awards Committee. “Today’s awards are a small token of appreciation from the board of directors and the entire Code Council membership. Congratulations to all of you and thank you for your leadership.”

The Chapter of the Year Award is the Code Council’s highest award bestowed upon a chapter and recognizes the extraordinary performance of a chapter in promoting the goals and mission of the Code Council. The 2019 recipient is the Code Administrators Association of Kentucky for its work to ensure consistent code enforcement throughout all areas of Kentucky and its efforts to promote member participation in the code development process.

Since 1973, the Code Administrators Association of Kentucky has worked to ensure consistent code enforcement in all areas across the state. The chapter strives to help its members succeed by encouraging participation via cdpACCESS, the Code Council’s cloud-based tracking, collaboration, and voting system for the code development process.

In alignment with the Code Council’s Safety 2.0 initiative, the chapter continues to provide mentorship program opportunities for new jurisdictions interested in setting up a formal inspection department. The Code Administrators Association of Kentucky is the embodiment of the Code Council mission.

The Chapter Merit Awards recognize chapters that distinguish themselves through activities demonstrating the Code Council’s goals and objectives. This year, the awards committee selected three Chapter Merit Award winners. The Central Coast Chapter, the Minnesota Association of Housing Code Officials, and the Virginia Building and Code Officials Association are recognized for their commitment to member education, their service to their respective communities and raising the profile of building professionals.

Since 1964, the Central Coast Chapter has supported the code development process by participating in code hearings and encouraging their members to vote. They continue to expand their membership as well as provide exceptional training for members. The chapter’s mission is to educate, mentor and give back to the industry by co-partnering with local California Polytechnic State University, Cuesta College and Alan Hancock College to increase interest in code enforcement and building safety careers.

The Minnesota Association of Housing Code Officials has served the needs of code enforcement officers, housing inspectors and code officials throughout Minnesota. The chapter has established three award programs to recognize members for their efforts in code enforcement. The chapter has also actively participated and hosted tabling events, including the League of Minnesota Cities’ Annual Conference. The chapter has led by example in raising the profile of building professionals and serving its community.

The Virginia Building and Code Officials Association is dedicated to public safety and the health and welfare of the community. The chapter has worked extensively across the Commonwealth of Virginia to advance participation in the Code Council’s code development process and the chapter provides training and assistance for its members to use the Code Council’s online portal, cdpACCESS.

Under Chapter President Gregg Fields’ leadership, over $40,000 in educational scholarships have been awarded to chapter members. Members actively participate in activities at the local, regional, state and national levels designed to fulfill its mission. The chapter has dedicated itself to promoting the uniform enforcement of building codes and to encouraging the provision of continuing education to its members of Virginia.

The ICC Regions Spotlight Award is presented to a regional chapter that has demonstrated strong cooperation among the chapters that make up the region, advancement of professionalism among its members, strong community service, and growth in membership. The recipient of the 2019 ICC Regions Spotlight Award is ICC Region II. Uniting 31 chapters, Region II holds a strong presence throughout the northwest. Its active codes committee, chaired by Jon Siu of the city of Seattle, has tracked several code change proposals and member testimonies at the code hearings.

Region II is committed to promoting Code Council certifications among the members. All states in the region recognize Code Council certification as showing competence among inspectors, plans examiners, permit technicians and building officials. Region II also encourages involvement on committees and the board for the region, which strengthens the voice of the members and supports the needs of the region. In support of the Code Council Safety 2.0 initiative to welcome a new generation into the building safety industry, Region II is responsible for raising funds for mentees to attend the Annual Business Meeting.
