ICC Members Elect 2015-2016 Board Officers, Directors

International Code Council Members elected Board Officers and Directors during the association’s Annual Business Meeting at the 2015 Annual Conference in Long Beach, Calif. Alex “Cash” Olszowy, Building Inspection Manager for the Lexington Fayette Urban County Government in Lexington, Ky., was elected President of the ICC Board; Georgia State Fire Marshal M. Dwayne Garriss was elected Vice President; and Mission Viejo, Calif., Building Official Jay Elbettar was elected Secretary/Treasurer.

Olszowy has served with Lexington Fayette since 1997 where he develops and recommends revisions of policies and procedures concerning the regulation of codes and ordinances in the jurisdiction. The former Vice President and Secretary/Treasurer of the ICC Board served on numerous committees, is a Life Director of the Code Administrators Association of Kentucky, and was a Director of ICC Region V.

Olszowy said the theme of his presidency will be a continuance of initiatives to develop and mentor the next generation of code officials. “Who will you challenge, recruit, educate, promote, engage, and encourage to lead our association and our profession?” he asked Conference attendees. “Our membership will survive, but in order to thrive, its sustainability resides in our commitment to mentor and volunteer.”

Garriss is a past chair of the ICC Fire Service Membership Council Governance Committee and has served on two exam development committees, the Codes Correlating Committee, and the Joint Fire Service Review Committee.

Elbettar manages and directs the Mission Viejo, Calif., building division through Charles Abbott Associates including plan check, inspections, counter operations and permit issuance. From 1997-2010, he was the Director of Building and Safety for the city of Newport Beach, Calif., and has served on numerous ICC Board committees.

Members also elected representatives to sectional and at-large positions on the ICC Board:

  • Stuart D. Tom was elected as a Sectional Director. He is the Fire Marshal for the city of Glendale, Calif.
  • Jim H. Brown, Deputy Building Official for the city of Gillette, Wyo., also was elected as a Sectional Director. Brown previously served as an at-large representative.
  • Brenda A. Thompson, Manager of Building Inspections for the Clark County, Nev., Department of Building & Fire Prevention, was elected to fill Brown’s vacant at-large position.
  • Jerry R. Mallory, Building Official and Fire Marshal for Johnson County, Kans., was elected as a Sectional Director.
  • William R. Bryant and Greg Wheeler were re-elected to at-large positions. Bryant is the Code Enforcement Administrator for Anne Arundel County, Md. Wheeler is the Chief Building Official for the city of Thornton, Colo.

“Members of the Code Council Board of Directors are leaders in our profession who devote their time, energy and expertise to representing the interests of building safety and fire prevention officials who are working every day to ensure public safety in the built environment,” explained ICC Chief Executive Officer Dominic Sims, CBO. “We thank them for their leadership, and we thank their local jurisdictions for supporting their service to our association.”
