A comprehensive list of the Final Public Comment Hearing Results for all the code changes in the 2015 Group A Cycle, along with the Online Governmental Consensus Vote (OGCV) voting options, is also posted. The OGCV is scheduled to be open by 3:00 p.m. Central on Monday, Feb. 8, and will continue until 11:59 p.m. Pacific on Feb. 21. Eligible Voting Members for the OGCV will be all Governmental Member Voting Representatives who were validated for the 2015 Group A Cycle, as well as ICC Honorary Members. Be sure to review the OGCV instructions which will be posted on cdpACCESS. They contain important information on how the OGCV will be conducted due to the Final PCH results being based on a combination of the two step electronic process and the in-person Long Beach Public Comment Hearing. An OGCV webinar is scheduled for Feb. 9. Click here for details.

Applications Accepted for Ad Hoc Committee on Tall Wood Buildings. The ICC Board of Directors has established an ad hoc committee to explore the building science of tall wood buildings. The Board-appointed committee will include a balance of stakeholders with additional opportunities for interested parties to participate in work groups. The deadline for applications is Feb. 5, 2016. ICC also is accepting applications for two standards consensus committees. Read more.

ICC Announces Details on Group A Voting. On Nov. 3, ICC announced the procedures to address the 2015 Group A Public Comment Hearing (PCH) voting problems with the electronic voting devices. The two-step electronic voting process is intended to closely mirror the process used to conduct the in-person PCH, resulting in accurate and transparent PCH results to be used to conduct the Online Governmental Consensus Vote. Welcome to the 2015/2016/2017 Cycle. This will be the first full cycle which implements ICC’s new online system called “cdpACCESS”. Be sure to visit the cdpACCESS webpage. Included with cdpACCESS are the following features:

  • Online collaboration
  • Online code change and public comment development and submittal
  • Online submission of floor modifications while at the Committee Action Hearing
  • Online Assembly Floor Motion Vote following the Committee Action Hearing
  • Online Governmental Consensus Vote following the Public Comment Hearing

The table below includes all the documentation of each phase of the cycle which will result in the 2018 I-Codes. Information is posted as the Code Development process proceeds. There have been some changes to the Code Groupings from the previous cycle. They are:

  • Codes moved to Group A: IEBC non-structural; IPMC; IRC-M, IRC-P; ISPSC; IZC
  • Codes moved to Group B: IBC - S (which also includes IEBC structural provisions)

Be sure to consult with the "2015/2016/2017 Code Committee Responsibility" matrix (see link in table) to determine where code provisions are maintained by a committee other than the committee which typically has responsibility for maintaining the code provisions. For example, Chapter 9 of the IBC is typically the responsibility of the IBC – Fire Safety, a Group A code committee. However, numerous sections include an [F] in the code to indicate that the provisions are maintained by the IFC code committee, a Group B code committee. As such, proposed changes to these sections in the IBC would be considered in Group B in 2016. This type of information has been collected and placed in the matrix for ease of reference. A complete description of the codes is included in the "Code Development Schedule" (see link in table).
