H.R.301 - NIST Plumbing Research Act of 2017

This bill directs the National Institute of Standards and Technology (NIST) to:

  • establish or designate a laboratory to conduct research on premise plumbing in relation to water safety, security, efficiency, sustainability, and resilience;
  • conduct an organizational review of all research and other activities related to premise plumbing conducted by federal entities; and
  • appoint one or more officers or employees of the NIST to liaise with non-federal entities that are conducting research or other activities related to premise plumbing.

H.R.518 - EPS Improvement Act of 2017

This bill amends the Energy Policy and Conservation Act to exclude from energy conservation standards for external power supplies any power supply circuit, driver, or device designed to power light-emitting diodes or to power ceiling fans using direct current motors. The Department of Energy may prescribe energy conservation standards for that equipment no earlier than one year after the date on which a test procedure has been prescribed by using its authority to improve the energy efficiency of electric motors and pumps and other industrial equipment.

H.R.338 - To promote a 21st century energy and manufacturing workforce.

This bill directs the Department of Energy (DOE), in awarding grants, to prioritize education and training for energy and manufacturing jobs, including by encouraging state and local education agencies to equip students for those jobs and strengthening DOE programs and labs carrying out workforce development initiatives.

DOE must prioritize educating and training workers from underrepresented groups such as minorities, women, and veterans. DOE may encourage, but not incentivize or require, any state or school district to adopt a curriculum to equip students with the skills and training necessary to fill employment opportunities in the energy and manufacturing industries.

H.R.1090 - Technologies for Energy Security Act of 2017

This bill amends the Internal Revenue Code to extend and modify the tax credits for residential energy efficient property and investments in energy property.

The bill modifies the tax credit for residential energy efficient property to extend through 2021 the credits for expenditures for fuel cell property, small wind energy property, and geothermal heat pump property. For each extended credit, the bill phases out the current credit rate of 30% of expenditures by reducing it to 26% or 22%, depending on the date that the property is placed in service.

S.382 - Firefighter Cancer Registry Act of 2017

This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary registry of firefighters to collect history and occupational information that can be linked to existing data in state cancer registries. The registry must be used to improve monitoring of cancer among firefighters and to collect and publish epidemiological information regarding cancer among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual.

H.R.746 - Campus Fire Safety Education Act of 2017

This bill directs the Department of Education (ED) to establish a program to award grants, on a competitive basis, to institutions of higher education or consortiums of such institutions, in a collaborative partnership with a nonprofit organization or a public safety department (eligible entity), for: (1) initiating, expanding, or improving fire safety education programs; and (2) increasing fire safety awareness among enrolled students.

This bill directs the Government Accountability Office (GAO) to submit a report that describes select state and local programs and policies related to the preparedness and protection of first responders, which may include information on:

  • the degree to which such programs and policies include consideration of the presence of a first responder's family in an area impacted by a terrorist attack,
  • the availability of personal protective equipment for first responders, and
  • the availability of home Medkits for first responders and their families for biological incident response.

S.829 - AFG and SAFER Program Reauthorization Act of 2017

AFG and SAFER Program Reauthorization Act of 2017

This bill amends the the Federal Fire Prevention and Control Act of 1974 to: (1) repeal the expiration dates of, and to reauthorize through FY2023, the Assistance to Firefighters Grants (AFG) Program and the Staffing for Adequate Fire and Emergency Response Grant (SAFER) Program; and (2) authorize the use of AFG Program grants, instead of SAFER Program grants, to provide specialized training to first responders on how to recognize and properly intervene with individuals with mental illness.

HR 1678 – STAFFORD ACT

Passed House amended (05/03/2017)

Summary:

This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit any administrative action to recover any payment made to a state or local government for disaster or emergency assistance initiated in any forum (with exceptions for fraud) after three years following the transmission of the final expenditure report for project completion, as certified by the grantee (currently, after three years following the transmission of the final expenditure report for the disaster or emergency).

Such revised prohibition shall apply to any such payment provided on or after January 1, 2004. Any administrative action to recover such a payment that is pending on the date of enactment of this bill shall be terminated.

The bill makes the same report change with respect to the deadline: (1) for any dispute arising under such Act for which there shall be a presumption that accounting records were maintained that adequately identify the source and application of funds provided for financially assisted activities, and (2) by which the inability of the government to produce source documentation supporting expenditure reports shall not constitute evidence to rebut such presumption.
