Alabama does not have a single, mandatory statewide building code. Instead, building regulation is handled at the local level, with cities and counties choosing whether to adopt and enforce codes. Most jurisdictions in Alabama adopt the International Codes (I-Codes) published by the International Code Council (ICC)—including the International Building Code (IBC) and International Residential Code (IRC)—often with local amendments. The Alabama Energy and Residential Codes Board provides guidance and has adopted statewide minimum standards for energy efficiency and residential construction, but enforcement remains local. As a result, building code requirements can vary widely across the state, making it essential to verify local code adoptions and editions before beginning a project.
