Code Compliance Software Evaluations
ICC Expert Services provides independent review of permitting and compliance software against the I-Codes and referenced standards
Jurisdictions increasingly rely on software for calculations and to review or pre-screen permit applications, check plans, and document code compliance more broadly. Building and fire officials need confidence that those tools accurately reflect the editions and codes they purport to enforce. Through this program, ICC Expert Services independently evaluates code compliance software against the applicable editions of the International Codes and referenced standards, and publishes the results on this page.
What a completed evaluation provides
- A public review report summarizing the findings and their resolution
- ICC-approved language the provider may use in product output and communications
- A listing on this page that code officials can reference when accepting the software's output
ICC develops the International Codes, and its technical staff apply that knowledge to each review. Evaluators examine the software's inputs, calculations, and outputs against code requirements, document findings, and verify that the provider has resolved each item before ICC issues a determination. Each determination is limited to the software version, code editions, and scope identified in the report, and does not replace review, permitting or inspection by the authority having jurisdiction.

Automated permitting for residential solar and energy storage systems
Determination. ICC has determined that the SolarAPP+ platform accurately reflects the applicable requirements of the 2024 International Residential Code, the 2024 International Fire Code and the 2023 National Electrical Code (NFPA 70), as of August 31, 2026.
2024 IRC, 2024 IFC, 2023 NEC

Six project reports, one from each System Design Category, including three Fire Bulletin artifacts
ICC reviewed the project inputs, inspection checklists and related output for each report against the applicable code requirements. The review was iterative. The SolarAPP Foundation updated the platform or provided clarification for each ICC comment, and ICC verified that all identified items were addressed. No finding required a change to the platform's underlying calculation logic.

This determination applies only to the SolarAPP+ content, project reports, code editions and system configurations included in the completed audit. It reflects the platform as of the completion date. Subsequent changes to the platform or to the applicable code editions may warrant a further review. ICC's evaluation does not alter the authority of the authority having jurisdiction and does not replace project-specific review, approval, permitting or inspection.
