ICC Multi-Hazard Resiliency for Residential Construction Committee (IS-MHRRC)

As an ANSI accredited standards developing organization, ICC is collaborating with the Insurance Institute for Business & Home Safety (IBHS) in the development of a portfolio of individual hazard mitigation standards.
Resiliency is an important factor relative to a building’s response to extreme events; hence, the fundamental goal of this committee is the development of a portfolio of Consensus Standards relevant to a wide range of hazards affecting modern residential construction three stories and less. Hazards to be considered include, but not limited to, high winds (hurricanes/typhoons, tornados, and thunderstorms), seismic, tsunami, and wildfires.
The first task of this committee will be to update ICC 600, entitled, “Standard for Residential Construction in High-Wind Regions.” In this task the committee will have primary responsibility for updating the prescriptive methodologies of resistant design and construction details for building and other structures of wood framed, steel framed, concrete, or masonry construction directed toward ensuring structural integrity. This includes prescriptive details for walls, floors, roofs, foundations, windows, doors, and other applicable components of construction in order to be consistent with industry practices. The 2014 version will serve as the base document for this effort. The schedule for completion of the update of ICC 600 is December 1, 2020.

ICC IS-MHRRC Multi-Hazard Resiliency for Residential Construction

The Multi-Hazard Resiliency for Residential Construction (IS-MHRRC) committee was appointed by the ICC Board of Directors in July 2019 and has primary responsibility for the development as American National Standards.  All standards development is subject to ICC's Consensus Procedures.

Applications to serve on the committee were received on June 12, 2019 for the ICC Board of Directors consideration in response to a call for committee in Apr 2019. Read more.

The ICC adheres to openness and transparency in our Standards development process. All ICC Standards committee meetings are open to the public.  Any interested party can participate in committee meetings and can be considered by the committee for membership on any work-group that the committee creates.  Interested parties will be notified by email of standards activities related to IS-OSMC, including committee meetings, sub-group meetings and the availability of standard development documentation.  If you wish to be placed on the “interested parties” list for the development of these standards, please email the IS-MHRRC Secretariat Lawrence Novak, SE, F.SEI, CERT, LEED AP at LNovak@ICCsafe.org.

The second public in-person meeting of the IS-MHRRC committee was held Dec. 2 - 4, 2019 at the IBHS facility in Richburg, SC.  The meeting was well attended.  Meeting minutes subject to committee approval will be posted under Committee Documents shortly. Read more….

The committee has completed addressing the first round of public comments received by the February 24, 2020 deadline.  The second public review period will begin on September 18 and conclude on November 2, 2020.  The ICC 600 draft for public comment is posted below.  Comments are to be reserved to the underline/strikethrough portions of the document only.

The next public Webex meeting of the committee is scheduled for November 6, 2020, 11:00 am - 3:00 pm Central.  The committee will discuss the results of the ballot and any submitted public comments.  The meeting notice with additional information is posted below.
