If you renew online, your certifications are renewed immediately. You will see your new certification expiration date on your myICC account or at verify.iccsafe.org immediately after your online renewal application is processed. ICC Certification staff review submissions, and all applications are auditable, as before.
You can also complete and submit the Renewal Paper Application with a required $40 fee. Applications are processed within 4-6 weeks after receipt of your application.

The process is simple: If there are no changes to a GMVR’s status, the Primary Representative may simply confirm all information remains the same and recertify that individual. If changes to a GMVR, or to an existing GMVR’s job title or job description, the Primary Representative must edit the information previously submitted, in which case ICC will review the information and either validate the individual to vote or contact the Primary Representative for further information.
Only Primary Representatives have access to the new system in order to ensure that the Primary Representative has the sole responsibility for the information provided.

No. Only one online questionnaire must be completed each calendar year, unless there are updates or changes to be made.
The online questionnaire must be completed by the Primary Representative by August 31, 2015 for GMVR to be eligible to vote at this year’s Annual Business Meeting, Public Comment Hearing and Online Governmental Consensus Vote.
The online questionnaire must be completed by the Primary Representative by March 20, 2015 for GMVR to be eligible to vote at this year’s Online Assembly Floor Motion Vote.
The voting opportunities that will occur during this year’s code development cycle for properly validated GMVR include
(i) the online voting for the Assembly Floor Motion following the Committee Action Hearing (via cdpACCESS™),
(ii) in person voting at the Public Comment Hearing, and
(iii) the online voting for the Governmental Consensus Vote that follows the Public Comment Hearing (via cdpACCESS).
Every Governmental Member that intends to have GMVRs validated in time to vote in this year’s code development cycle and at this year’s Annual Business Meeting must use this online tool to designate the Member’s voting representatives, even those GMVRs who have voted in the past.
ICC has developed a new online tool that is a user friendly way to designate voters.
Primary Representatives can visit our website at www.iccsafe.org/EVDS to log in and access this new form. Access to the form closes after the designation deadline each year and reopens each January 1.
The Primary Representative then fills out a short online questionnaire about each individual a Governmental Member would like to designate as a GMVR for this year’s code development cycle and Annual Business Meeting.
ICC then reviews the information and will either validate the individual to serve as a GMVR at this year’s Annual Business Meeting and/or Public Comment Hearing, or contact the Primary Representative for further information.
The Board of Directors instituted this new Electronic Voter Validation System to further enhance the code development process.
This online tool documents additional information about Governmental Member Voting Representatives (“GMVRs”) in order to address concerns that have been raised about eligibility at recent hearings.

The development of a code occurs when there is a clear need indicated from regulators and others in the building safety industry. In the case of the IgCC, there has been an increasing call for an actual code that is clear and enforceable. We have heard this not only from our members in local and state government, but from stakeholders across the spectrum. This is why the AIA and the ASTM have joined the ICC as “cooperating partners.” Architects want a code book that will guide their design activities just like the other I-Codes. Standards experts want a code that reflects the appropriate attention to consensus, enforceability, science and metrics.
One of the values of the IgCC is that it will be designed to coordinate and integrate with existing I-Codes. The IgCC will most likely present various tiers for jurisdictions to apply to commercial and high performance building stock, but in a manner that incorporates the health and safety features of the other I-Codes.
The IgCC will be a “model” code, requiring adoption by a governing jurisdiction before it becomes law. In this way, the model language can, if necessary, be adapted to address local conditions and allows for publicly elected legislative bodies to have the final voice in adoption. Many of the I-Codes are adopted without amendment at the state or local level; amended versions often take into account local weather and hazard conditions, regional approaches to building design and construction, and other factors.
The IGCC creates a regulatory framework for new and existing commercial and high performance buildings. Rating systems are not written in the form of enforceable codes, acting as optional approaches. It is anticipated that the IgCC will look to existing rating systems and standards as resources in developing the regulatory framework.
Further, to use one example, a rating system awards points based on the inclusion of certain design elements and other features. The assumption is that the combination and concentration of favored elements will result in a positive environmental impact. The IgCC will build on that foundation to ensure that measurable building performance and an adherence to building safety will be featured in the model code language.
The International Codes, or “I-Codes” are developed through a multi-step process that reflects the consensus of building safety and sustainability experts from the public and private sectors. The first step involves an expert committee developing a draft through a series of committee meetings followed by submitting the draft for public comment, after which the revised draft goes through two hearings. At each hearing, the drafts can be amended before a final version is approved. The hearings and committee meetings are open to the public and allow for comments from members and non-members alike. The final version is adopted by the ICC “governmental members” who represent local, state or federal agencies – the very individuals who will be responsible for enforcing the codes.
The ICC Board of Directors has created the “Sustainable Building Technology Committee,” which will be composed of individuals from multiple sectors and charged with the drafting process. The Board has received more than 100 applications and is responsible for appointing this comm. The final composition of the SBTC will be announced soon, along with several advisory committees.
The SBTC will conduct open meetings around the U.S. between July and December as it moves forward in creating a draft IgCC. The Committee’s draft will issue in Spring 2010. At that time, the Draft IgCC may be used as a tool for jurisdictions wishing to develop a code based on the ICC process. The Draft IgCC will be posted for public comment. A week of hearings to review the public comments will be conducted. The first draft will be updated to the final draft based on approved comments. The final draft will be posted for code change submittals followed by code development hearings. The Final Action Hearing vote is restricted to ICC governmental members as they will be charged with enforcing the code.
This process tracks the development of the other codes in the I-Codes series. Once a final code is created, it will be revisited every three years along with the other I-Codes, through the two-hearing process outlined above.
The AIA and ASTM-International are the “cooperating sponsors” for this initiative, and as such will have an active role in the development process. Other organizations indicating their support are the U.S. Green Building Council (the purveyor of the LEED rating system) and the Green Buildings Initiative (GBI). Interest in participating on the development committee has been expressed from a variety of government, private sector and non-profit sources including ASHRAE, PCA, AISI, as well as state and local officials.
The ICC co-developed the National Green Building Standard (NGBS), otherwise known as ICC-700, with the National Association of Home Builders (NAHB). While NGBS/ICC-700 provides optional approaches to designing and constructing, it can be used as a tool in developing codes addressing green practices for residential construction.

While online proctored testing is being successfully used at companies such as Microsoft and Cisco, ICC is the first model code organization to offer secured online proctored exams. ICC is also currently the only model code organization to offer this convenient service at an entirely new, accessible level to testers.
PRONTO makes taking a certification exam easier, more convenient, more comfortable and saves time by enabling individuals to take the exams in their own location. The new test-taking platform eliminates the geographical barrier of travelling to a testing center to take an ICC exam, which is especially helpful for testers who live far away from a testing site or can’t easily schedule an exam due to limited testing hours.
This new test-taking platform will remove one of the barriers to individuals who are interested in pursuing careers in the building trades, which could help reduce the current shortage of qualified individuals for jobs in these fields.
Proctored Remote Online Testing Option (PRONTO) is a new program offered by ICC that allows individuals to take an ICC certification exam in the privacy of their home, office or other secured location. Instead of having to travel to one of the current testing sites, some of which have limited hours and may not be convenient for many test takers, candidates can take an exam at their convenience.
The Assessment Center name more accurately reflects that credentials aren’t just tied to testing, but to various means of assessment. New credential types will be available soon in the Assessment Center – watch for more information.
You will not lose your certifications. The ICC Assessment Center will maintain the same strong credentials as the previous system, with an updated look and name. All certification and testing activities previously conducted by ICC will now be available from the Assessment Center, along with new and enhanced services.
The ICC Assessment Center will take the place of the ICC Certification and Testing division as a newly integrated, one-stop shop approach to simplify user access to services.

Code Council certification exams are developed and maintained by individuals currently certified and practicing in the field. These Exam Development Committee members are appointed by the Board for International Professional Standards, who oversees the National Certification program. Code Council staff facilitate committee meetings, but do not write exam questions.

This open debate and broad participation before a committee comprised of representatives from across the construction industry, including code regulators and construction industry representatives, ensures a consensus of the construction community in the decision-making process.
No. It is a member service, supported by membership dues. Staff code opinions are available over the telephone at any of the ICC District Offices (Birmingham, Chicago and Los Angeles) and in written response to written inquiry. Committee interpretations are formal interpretations issued by the ICC Formal Interpretation Committee and are only available in written response to a written inquiry.

The Code Council has developed a three-step process for test-takers to comment on or challenge the results of their exam. These are:1) ICC Certification & Testing staff review, 2) appeal to Exam Development Committee, and 3) appeal to the Board for International Professional Standards. The form for providing feedback and starting the appeals process is available at the conclusion of exam at Pearson VUE (if testing via computer) or on the ICC website at our Assessment Center Services page.
Complaints are initially investigated and validated by ICC’s Candidate Services Coordinator within fifteen (15) business days of receipt of the complaint form by ICC. PRONTO services are now available for 24 different exams. Even more types of exams will begin to become available in the future, making certification exams more convenient and accessible than ever before.
In addition to PRONTO, ICC will continue offering other options for taking certification exams via computer-based testing and paper-and-pencil examinations to provide testers with the highest variety of options.
PRONTO services reflect the demand for flexibility and control over scheduling for the modern-day tester, making exams accessible 24 hours a day, seven days a week, 365 days a year.
To participate in PRONTO, individuals need to have a computer, web cam, microphone and high-speed (broadband) internet access. Users will be able to test their computer system to see if it works for PRONTO prior to purchasing the exam.

Jurisdictions have the ability to create their own testing location by setting up a computer in a room that has the required PC and hardware.
For paper-and-pencil examinations, search for the exam you plan to take on the Exam Catalog. If the exam is available under paper-and-pencil administration, the paper application may be found as a link in the Scope section of exam listing or in Examination Information Bulletin for that exam.
NATIONAL CERTIFICATION: The National Certification Paper-and-Pencil application is located in the Assessment Center’s Forms Library.
CONTRACTOR: For jurisdiction-specific Contractor exams that are offered through paper-and-pencil administration, a registration application is required to be completed and forwarded to the Code Council with pre-payment. The application can be found by searching your jurisdiction and browsing the exams available through the Exam Catalog; some exams are available for online registration at this site as well.
Certifications that require prerequisites/retesting that ICC needs to verify cannot be renewed online. You may still enter CEU activity online, but the actual renewal of your certifications will be done via the paper application. To access this, go to our Renewals webpage and scroll down to the sections “Applications for Specific Renewals.”
You can renew inactive certifications in the same manner as certificates that are active, as long as you have accrued current CEUs. There is an additional reinstatement fee per application ($105 for Members; $145 for nonmembers) to renew certificates that are inactive (within six years of initial expiration date). Certifications that are more than six years past initial expiration have a special reinstatement program found at www.iccsafe.org/renewals.

A CEU is a continuing education unit; each 10 clock hours of continuing education equals 1 CEU. For example, a typical one-day seminar has 6 hours of instruction, or 0.6 CEUs. Credit is awarded for a variety of activities wherein the objective is achieving relevant professional knowledge beyond that required for initial certification.
No. Most Code Council examinations are open to all individuals with no prerequisite for experience or education. Code Council certification should be used as one of several measures of an individual’s qualifications when screening applicants for a position. Inspectors should possess the right mix of technical knowledge, education, and related experience. Because proper weighting of the relative importance of these three qualifications is a subjective decision, determining the emphasis of Code Council certification is most appropriately performed at the local level by the building official. For this reason, the Code Council does not specify education or experience requirements for certification applicants for most categories.
Answer: Occasionally, a question is appealed by a candidate and found to be flawed. In this rare event, all candidates who were administered this question up to 90 days prior will be granted credit.
The Code Council reserves the right to revoke or withhold any examination scores if, in its sole opinion, there is adequate reason to question their validity. Reasons are:
Giving or receiving assistance with answers during testing
Using unauthorized materials during testing
Failing to abide by the rules presented or directions from the proctor(s), including causing a recorded disturbance at a test site
Attempting to remove or removing examination materials or questions from the testing center.

Because of the time constraints, you will not have time to look up all of the answers. For those answers you must look up, you must be very familiar with the references to avoid wasting time searching for information.
Most exams are open book. Examination information, including whether your exam is open- or closed-book, can be found in the applicable exam information by searching for your exam in the exam catalog.
If you are taking a Contractor/Trades exam, examination information will be found in the applicable bulletin found in the exam catalog.

CERTIFICATION: You wil have six exam attempts within a six-month period. Once you have attempted an exam six times, you must wait six months from the first attempt to register again.
CONTRACTOR: You must wait ten days between each time you test before you will be allowed to test again, unless indicated otherwise by the applicable licensing board. You may test as many times as needed until you pass the exam unless indicated otherwise by licensing board requirements. A licensing board may have specific retesting requirements. Before you register to retake an exam you should refer to the applicable state or jurisdictional Examination Information Bulletin by going to https://www.iccsafe.org/certification-exam-catalog.
COMPUTER-BASED: Raise your hand and wait for the proctor to come to you. In most cases, computer issues are minor and can be fixed in a matter of seconds. If there is a larger issue that affects your exam, the Pearson VUE proctor will create an incident report for further investigation
PRONTO: The online proctor will be aware of any computer or other issues that occur during your exam, and will take steps to immediately correct these. It is critical that you test your computer for proper hardware and software prior to registering for an exam.

CERTIFICATION: A passing score is the score set by the ICC and/or/with the Exam Development Committee (EDC) as the minimum score needed to pass the exam. This score is technically called a scale score and is set as 75 for the National Certification exams.
CONTRACTOR: Most Contractor/Trades examinations require a candidate to answer at least 70 percent of their questions correctly in order to pass the exam. It is important that you carefully read the relevant bulletin or contact the licensing agency for information regarding their minimum passing requirement.
The best way to prepare for an examination is through the study of codes and standards. Code Council seminars, self-study workbooks, code commentaries, and textbooks may be helpful.
Reference(s) for the appropriate exam that are listed in the Exam Catalog– no other reference material will be allowed into the testing center.

Test questions are in four-option, multiple-choice format, with one answer on each question scored as correct.
Electronic exams (Computer-Based and PRONTO): Results for examinations taken online or at a testing site are available immediately after completion of the examination.
Paper-and-pencil exams: Results for examinations taken by paper-and-pencil are mailed within three to four weeks of the exam date. Pass results will also be posted to the Code Council website at www.iccsafe.org/certsearch in approximately the same time frame.
Reference materials for each exam are located on the exam catalog (for National Certification exams) or in the corresponding exam information bulletin, if applicable. Most reference materials can be purchased from the Code Council store.

There is no additional fee for renewing online. If your certification is available for online renewal and you choose to use the paper-and-pencil application option, you will incur an additional $40 for this option. (For certifications that are not yet available to renew online, using the paper application will not incur an additional fee.)

Yes. Separate notices are sent to the email and mailing address on record for each renewal date. If you have multiple certifications that renew on different dates, you will receive a renewal notice for each date.

The item must be requested within 90 days from the date of the passed examination to have another mailed without a fee. If a resend of a pass letter or wallet card is requested after 90 days from the exam, a fee will be charged. Log in to your myICC account to enter CEUs as you earn them throughout the year – no more trying to remember when you took a class or seminar. Simply enter the information just as you would on the paper application, and they’ll be ready when you need to submit your renewals. A CEU is a continuing education unit; each 10 clock hours of continuing education equals 1 CEU. For example, a typical one-day seminar has 6 hours of instruction, or 0.6 CEUs. Credit is awarded for a variety of activities wherein the objective is achieving relevant professional knowledge beyond that required for initial certification.
Code Council certification exams are developed and maintained by individuals currently certified and practicing in the field. These Exam Development Committee members are appointed by the Board for International Professional Standards, who oversees the National Certification program. Code Council staff facilitate committee meetings, but do not write exam questions.
A license is a permit to work in a particular occupation, issued as a result of state or local legislation. Code Council certifications are voluntary certifications. Many jurisdictions require Code Council certification in their administrative regulations. Check with your state or local agency to find out if your state recognizes Code Council certifications.

In most cases, you will need to have a certain number of continuing education credits (CEUs) to renew your certification. Log in to your myICC account and click on the CEUs tab to enter CEUs and complete the renewal process online. The Code Council does not offer courses specifically to help you pass an exam, but does offer courses and study references on the International Codes. The courses are not intended to serve as preparation to pass examinations nor do they ensure you will pass an examination.

If you choose to renew your certifications at different times, each renewal date is treated as a separate application. For instance, if you have six certifications and renew two certifications on March 3, 2019, and four certifications on July 3, 2019, you must have 3.0 CEUs for the March 3 date and 3.0 different CEUs for the July 3 date.

PRONTO EXAMS: Log into myICC with your email address on record with ICC and the password you set when you first registered an account. Once you are logged on, you will be taken to your Dashboard. To view your PRONTO (Proctored Remote Online Testing Option) Exam, go to the MyICC menu on the left side of the page and click “My PRONTO Exams.” This will take you to the PRONTO Portal. Once you are there, click “PRONTO Exams” to view your exam status.
CERTIFICATION: Go to the Search for a Certified Professional page to view your certification status.
CONTRACTOR: Go to http://preauthorization.iccsafe.org/ and type in your Candidate ID and Last Name.
Your certifications are renewed immediately, which is one huge benefit of the new modules. You will see your new certification expiration date on our online search for certified professionals immediately after your online renewal application is processed. ICC Certification staff reviews submissions, and all applications are auditable, as before.
Led by the ICC Board and Steering Committee, the cdpACCESS team includes ICC leadership staff, and Members from across the globe as well as vendors selected for their expertise. Design and research is being conducted by Design Cloud, an interactive design studio, and development of the cdpACCESS platform is being led by Caxy, a custom web development company. First Consulting, Inc. is handling security design for the platform. Final code testing may be performed by another third-party vendor.
ICC is in the process of assessing costs. The membership has noted the need for this tool so they can participate in the code change process in the face of time and money constraints. To that end, ICC feels that cdpACCESS is a fundamental responsibility to our Member-focused association. Ongoing maintenance costs include hosting, security audits, etc., and cannot be measured until the system is fully designed.
The system will be tested on a small batch of code changes on the agenda for Group B PCH in Atlantic City this year and then a trial Governmental Consensus vote will take place on those same code changes, but these test votes will not be considered final. cdpACCESS will launch on November 15, 2013, in support of Group C; those votes will count.
This is beyond the scope of cdpACCESS as chartered by the ICC Board.

ICC will maintain detailed accurate records of voting activity, validated through an independent audit committee.
Openness and transparency are key elements of the current ICC Code Development Process. ICC will disclose the aggregate vote and maintain auditing procedures on the voting data. Final individual votes will continue to remain confidential and shall only be provided, upon request, to the applicable jurisdiction’s Primary Representative.
cdpACCESS will be designed and implemented using industry best practices for hardware and software security including many of the considerations raised in NISTIR 7770. This includes network connections using SSL/TLS, limited physical and system access, and other transactional database auditing.
No. Only the final vote cast is considered your official FAH vote. Once you leave the hearings you can review testimony, reconsider or change your vote, and vote on additional items.
ICC will continue to emphasize the benefits of attending the hearings in person, including 1) the ability to testify, 2) the opportunity to network with peers, and 3) the ability to vote on the individual motions that shape the final voting. Additionally, as part of the hearing process, participants who attend the hearings (both the Committee Action Hearing and Public Comment Hearing) could continue to earn CEUs.
cdpACCESS is about expanding access and addressing the time and money challenge of attending the live hearings – but it is not intended to replace these important events.
Our research indicates that people attend the hearings for a wide variety of reasons – networking, education, contributing their expertise, etc. As we develop cdpACCESS we will also continue to focus on preserving the value of in-person attendance of the hearings and are looking for additional ways to enhance this value, such as education credits.
Continual bylaw adjustments have been, and will continue to be, implemented to attempt to curtail block voting.
No. cdpACCESS will present code change information in a way that encourages participants to use all available information to inform their vote. Access to all resources, including testimony videos, will be available from the easy-to-use online system.
The new process will dispense with all motions prior to the opening of a flexible online voting window. There will be a two-week voting window that will allow maximum flexibility for Governmental Members to review the material and vote at a time and place that is convenient for them.
Collaboration and participation in the code development process through cdpACCESS will be available to all participants. Only Governmental and Honorary Members will be eligible to vote at the Public Comment Hearing and the Online Governmental Consensus Vote which follows the Public Comment Hearing.
The collaboration process will give proponents the ability to discuss code change proposals with one another as well as with key stakeholders. This will lead to more tightly vetted proposals as well as a smaller number of them, since proponents will work together and combine ones that are similar.
cdpACCESS will not provide real-time online voting. Online voting will be open during a two-week window a short time after the PCH. The goal of this new system is to expand access, and we need to provide users with adequate time to vote even if they cannot watch the PCH testimony live.
ICC is reviewing the possibility of providing opt-in electronic notifications to participants. It will be incumbent on the participant to access the agenda to ensure they are aware of all relevant code changes.
cdpACCESS will allow optional collaboration on any code change proposal. Proponents will have the ability to invite individuals to discuss their proposals and network with stakeholders through private discussion forums and chat. Content generated through the collaboration tools will not be part of the official record.
