The International Code Council’s (ICC) Fire and Disaster Mitigation (FDM) Team brings together a powerhouse of experts in building and fire codes, emergency management, disaster mitigation, wildfire preparedness and mitigation, and public safety awareness and professional leadership. Our team, located across the country, supports ICC membership and stakeholders involved with fire and disaster management. This allows for greater presence in national, state and regional efforts for building code officials, fire code officials, and emergency managers.
Protect the built environment, including occupants and responders, from fire and disaster losses that result in significant damage to property, injuries, loss of life and disruptions to business operations and infrastructure.
Advocate for the effective use of the International Codes® (I-Codes) to mitigate natural hazards in the built environment. Reduce property damage and loss of life by taking proactive steps to lessen the impact of natural hazards, ultimately creating safer and more resilient communities and enabling faster recovery.
Deepen ICC engagement with the fire service, code officials, emergency managers, design professionals and the engineering community. This includes assessing, developing and implementing new tools, resources, products and services for fire service and emergency management stakeholders.
Facilitate specialized training, education and certification programs to enhance the capabilities of fire service, code professionals and disaster mitigation personnel.
Track congressional and legislative activities related to fire safety and disaster resilience.
Support code officials and emergency management personnel through guidance, resources and insights from lessons learned to prepare for future challenges.
Encourage and support participation in ICC membership councils and ICC committees, including the Fire Code Action Committee and the Fire Service Membership Council, to advance professional engagement, code development and community advocacy.
Provide timely, relevant information and tools to code officials and emergency managers to address emerging issues and trends effectively.

Nashville, TN – On July 15, 2025, the city of Nashville voted to adopt nine of the International Code Council’s 2024 International Codes® (I-Codes®). This decision comes after careful consideration by the Metropolitan Council of Nashville and Davidson County.
“Davidson County’s adoption of several the 2024 I-Codes is a crucial step in protecting the citizens and safeguarding the built environment in one of America’s fastest growing cities” said Code Council Chief Executive Officer John Belcik. “We applaud local leaders for prioritizing resiliency, accessibility and sustainability and recognizing the transformative impact of modern building codes.”
The 2024 I-Codes went into effect in Nashville and Davidson County on July 16, 2025, following Mayor Freddie O’Connell’s signing of the ordinance into law. There will be a 180-day grace period for projects with preliminary designs under the 2018 International Building Code®.
“Adoption of the 2024 I-Codes is Nashville’s commitment to keeping our citizens safe and is enforced by a team of inspectors who have years of experience in their field, the majority of them having multiple ICC certifications in areas other than their primary field of expertise,” said Shannon Roberts, Assistant Director of Trades with the City of Nashville.

Albany, NY – On July 25, 2025, the state of New York voted to adopt nine of the 2024 International Codes® (I-Codes®) with amendments. This decision comes after careful consideration by the State Fire Prevention and Building Code Council and is a testament to the state’s commitment to the safety and sustainability of its communities.
“New York’s adoption of the 2024 I-Codes marks a significant step toward advancing building safety, accessibility and sustainability,” said International Code Council Chief Executive Officer John Belcik. “We commend the state’s leadership in embracing the vital role that building codes play in protecting communities.”
Amendments to the state code adoptions include provisions for 18 inches of sea level rise over the currently required flood elevation in tidal areas, and other improvements to existing language for buildings built in flood hazard areas. This adoption also requires the installation of automatic fire sprinklers in all newly constructed townhomes on municipal water systems. Other safety provisions include increased battery and energy storage system protection.
The 2024 I-Codes will go into effect in New York on December 31, 2025, following a phase-in period where either the previous or new code can be used.

Over the past several decades, there has been a continuous increase in human and economic loss from disaster events. However, examples of resiliency planning and more stringent building code requirements still lag. In this presentation, Ms. Shamim Rashid-Sumar, Senior Vice President, Codes and Standards for the National Ready Mixed Concrete Association, offers a view on emerging risks and opportunities as human and economic losses from disasters increase, with the overarching goal of supporting and advancing resilience in future construction of buildings and critical infrastructure.
The Global Membership Council Meeting Guest Speaker: Dr. Kimberly Martin, Senior Engineer – Innovation & Sustainability at Keller on “Advancing Sustainability in the Geotechnical Industry“ November 25, 2024 – This Global Membership Council meeting was proud to feature guest speaker Dr. Kimberly Martin who provided excellent insights into sustainability in the geotechnical industry.
A brief overview of her presentation follows
Although the term “sustainability” is becoming more widespread, it can be challenging to know what tangible steps we can take as geotechnical engineers and contractors to further the goals of sustainable development. This talk will provide a brief background on sustainability, demonstrate how geotechnical engineers and contractors can significantly impact environmental sustainability, and present ideas to push our industry forward on social sustainability. Also, case studies will be provided to show how the EFFC-DFI Carbon Calculator can be used to calculate the carbon footprint of a geotechnical foundation solution and how changes to the design and/or materials can reduce the environmental impact of that solution.
Mr. Paul Robinson introduces ConstructReach, which he founded in 2018, a national workforce development consultancy, proposed to address the underrepresentation of minorities within the construction & design industry. ConstructReach now works nationally and partners with educational institutions, construction, design & manufacturing companies and enterprises to support organizational health, diversity initiatives, build new talent pipelines, and create career opportunities for a younger demographic.

Product compliance is a major pillar in the regulatory framework for any jurisdiction, and its importance only intensifies when new or innovative building materials, methods or systems are not covered or addressed by an existing standard. Because the timeline to create a standard is relatively long and because highly unique and innovative products may not be appropriate for standardization, the ICC Evaluation Service (ICC-ES) provides an alternative compliance pathway that offers both speed and rigor.
This is accomplished through the development of an Acceptance Criteria (AC) specific to the product, which provides normative testing criteria. The ACs are reviewed and approved by an independent panel of building safety compliance officers and used as the foundation for the production of an Evaluation Service Report (ESR).
ESRs are documents that can be presented by manufacturers and designers to plan review and approval authorities to provide information about the product's compliance with the applicable building regulation. ESRs are available for products to demonstrate compliance with building regulations throughout North America, Oceania, and the Middle East.
While ICC-ES will accept test reports from any laboratory that is a member of the ILAC network, in-house testing capabilities help to streamline and expedite the process for manufacturing clients. ICC-ES labs can perform air/water/structural testing, fire/flammability tests, plumbing tests, structural assembly performance tests, water resistance tests, and testing for weathering/erosion among others.

Cette démarche passe par l’élaboration de critères d’acceptation (CA) spécifiques à chaque produit, qui définissent des critères normatifs de test. Les CA sont révisés et validés par un panel indépendant d’agents de conformité en sécurité du bâtiment, et servent de fondement à la rédaction d’un rapport d’évaluation (RE).
Ces rapports peuvent être présentés par les fabricants et concepteurs aux autorités en charge de la validation des plans pour démontrer la conformité du produit aux réglementations en vigueur. Les rapports d’évaluation sont disponibles pour des produits attestant leur conformité aux règles du bâtiment en Amérique du Nord, en Océanie et au Moyen-Orient.
Bien que l’ICC-ES accepte les rapports d’essais de tout laboratoire membre du réseau ILAC, ses capacités internes de test permettent d’accélérer et de simplifier le processus pour les fabricants. Les laboratoires ICC-ES réalisent des essais d’air, d’eau, de résistance structurelle, des tests de résistance au feu et à la combustibilité, des essais de plomberie, des tests de performance d’assemblages structurels, des tests d’étanchéité à l’eau ainsi que des essais d’altération climatique et d’érosion, entre autres.
L'International Accreditation Service (IAS), filiale de l’International Code Council, répond aux demandes d’accréditation locales et régionales en coopération avec les organismes gouvernementaux officiels. L’IAS accrédite des laboratoires d’essais et d’étalonnage, des services de construction, des agences d’inspection spéciale, des organismes de certification de produits et bien d’autres entités, conformément aux normes ISO/IEC 17020, 17021-1, 17024, 17025 et 17065, ainsi qu’aux références spécifiques des codes du bâtiment. Par ailleurs, l’équipe de l’IAS dispose des compétences nécessaires pour créer des programmes sur mesure destinés à répondre aux besoins de groupes industriels particuliers.
Des juridictions du monde entier collaborent avec l’ICC pour élaborer des codes personnalisés ainsi que des programmes leur permettant d’appliquer efficacement les codes et normes du bâtiment.
