Don’t miss these special events happening at this year’s conference.

Saturday, October 19 | 9 am–4 pm

WICED/PTN/ICC Day of Service Volunteer Outing

Women in Code Enforcement Development (WICED), Permit Tech Nation (PTN), and the International Code Council (ICC) will offer a Day of Service when conference participants can give back to the local community. Volunteers are needed to assist the Century Villages of Cabrillo (CVC), in partnership with Habitat for Humanity for Los Angeles (HFHLA), with two exciting projects:

  • build two playhouses for the children affected by homelessness
  • beautification project of their Veterans’ family campus community

Sign up to volunteer for this very worthy cause! All volunteers will earn 0.7 ICC CEUs. Bus transportation, lunch and a special volunteer t-shirt will be provided.

ICC Talks: Inspiration and Innovation

New this year, ICC Talks is a plenary session that inspires and reinvigorates. The session begins with keynote speaker Victoria Arlen, ESPN host and author. Ms. Arlen will share her experiences as a Paralympic Gold Medalist and motivate us to reach further and overcome our obstacles.

Following the keynote address, participants will listen to a panel of experts from across the building industry share their perspectives on off-site construction and the challenges and opportunities it presents. Communities are struggling to provide affordable housing at the same time the building industry is working to address growing workforce shortages, deliver higher quality buildings and materials, and support decarbonization efforts. Off-site construction is a key part of the innovative solutions that will address these societal challenges. The panelists are:

Coalition for Current Safety Codes

The Coalition for Current Safety Codes (CCSC) was founded by the International Code Council and the National Fire Protection Association (NFPA) and is aimed at advancing safety by advocating for the adoption of current building, sustainability, electrical and life safety codes. The CCSC meets monthly, virtually, this will be the first in person meeting of the organization.

Committee Action Hearings – Group A#1

This year’s code hearings offer code officials, architects, builders, structural engineers, fire, residential and existing building professionals as well as those responsible for the administration of the International Codes® (I-Codes®), the opportunity to provide input on proposed code changes to the Group A I-Codes.

Voter Validation

Voter validation is required to vote at the Annual Business Meeting (ABM). All governmental voting representatives who plan to attend the 2024 ABM need to be validated in order to vote on Code Council business such as elections, bylaw amendments, member resolutions, etc. View the Voter Validation Process FAQs page to get more information. The deadline for validating voters is September 21, 2024.

Building Safety Leadership Experience

Returning for its second year, the Building Safety Leadership Experience (BSLE) offers members an exclusive opportunity to connect with fellow Code Council members, leaders and stakeholders during the Conference. BSLE participants will attend a series of events where they will gain insights into Code Council governance, the Chapter program and Membership Councils as well as explore how membership fosters industry engagement, unlocks new opportunities and drives professional advancement. Participants will receive complimentary delegate registration and will be reimbursed for ground and air transportation plus lodging from October 19–24. The BSLE application period closes June 14, 2024.

The International Code Council Publishes Guideline on Advanced Panelization

Washington, D.C. – The International Code Council published a new resource, Guideline 6: A Guideline on Advanced Panelization, which employs lessons learned from international approaches to panelization. This guideline aligns with ICC/MBI Standards 1200 and 1205 for off-site construction and joins additional off-site construction resources including ICC/MBI Standard 1210 and ICC/THIA Standard 1215, which is currently in development.

Adding to the suite of resources developed by the Code Council to support the use of off-site construction, Guideline 6 focuses on panelized systems as an opportunity to infuse automation into the construction process, bringing the benefits of increased precision, enhanced productivity and reduced waste. Approaches to automated processes with a robust quality assurance program, extensive documentation of the production process and product traceability are expected to change to verify compliance.

Guideline 6 provides jurisdictions with guidance on the approval of panelized systems that meet advanced fabrication and monitoring criteria. It helps to efficiently verify compliance with existing criteria including building codes, standards and acceptance criteria.

“We are continuously working to provide jurisdictions and the building industry with the most helpful and up-to-date guidance for leveraging the benefits of off-site construction,” said Code Council Vice President of Innovation Ryan Colker. “Guideline 6 is a step in the right direction and will ultimately help improve the health, safety, affordability and welfare of the built environment.”

The method for advanced panelization outlined in this guideline is intended to eliminate confusion on how closed panels are treated from jurisdiction to jurisdiction. This opens up opportunities for greater degrees of finish and potentially increased investment in automation based on that certainty. It also allows for panels to be considered building components under a product evaluation and listing type process similar to other finished products (e.g., windows, doors, HVAC equipment).

Federal Advisory Council on Historic Preservation Incorporates International Existing Building Code® Into Housing Policy Statement

Washington, D.C. – This month the Advisory Council on Historic Preservation (ACHP) adopted its Policy Statement on Housing and Historic Preservation which includes the International Code Council’s International Existing Building Code® (IEBC) as a resource for building conversions. The ACHP Policy Statement follows an October 2023 White House launch of a new guidebook to facilitate commercial to residential conversions to address post-pandemic office vacancies.

Created by the National Historic Preservation Act (NHPA), the ACHP is an advisory council that works to promote the preservation, enhancement and sustainable use of diverse historic resources in the United States.

Adopted by 45 states, the IEBC encourages the continued use and reuse of existing buildings, including historic buildings, by enabling changes in occupancy and use types without requiring full compliance with building features otherwise required for new construction. The 2024 IEBC covers repair, alteration, addition and change of occupancy for both existing and historic buildings.

“The Code Council welcomes ACHP’s support for the role the IEBC can play in enabling building reuse—including of historic buildings, which present unique challenges,” said Code Council Chief Executive Officer Dominic Sims, CBO. “With the increased interest in converting underutilized commercial buildings to residential, it’s imperative that communities, design professionals and developers leverage the IEBC’s flexibilities, which can facilitate their efforts through faster completions and generate cost savings.”

RECI Grant

2024 RECI Awards Allocate $90 Million for Sustainable Energy Transformation

On March 4, 2024, DOE announced $90 million in funding to support building energy code adoption, training and technical assistance at the state, territorial, tribal and local levels. This Funding Opportunity Announcement (FOA) represents the second round of RECI funding and builds on the 27 awards that were announced last year, which included activities such as workforce development; community engagement; research and data collection; and increased support for compliance and enforcement.

The Code Council is a partner in 8 of these efforts.

Eligible Applicants – Applications must include a state, territory or tribal code adoption entity and be submitted either by that entity alone or as part of a partnership. This partnership may involve various stakeholders such as local code agencies; code and standards developers; associations of builders, design and construction professionals; utilities; and consumer energy and environmental advocates. Applications from partnerships are preferred. Any partner can serve as the prime applicant/recipient. A local government is not required to apply with the state in which it resides.

Deadlines – To submit a full application, you must first submit a concept paper. Concept papers are due April 5, 2024, at 5 PM ET.

Full applications are due June 6, 2024, at 5 PM ET.

Eligible Activities – DOE's FOA focuses on enhancing building energy codes and solutions for their implementation to improve energy efficiency, resilience and equity across various sectors. Key areas of focus include technical assistance for state, territory, tribal and local code updates with additional emphasis on high-impact areas; implementation and compliance assistance with an emphasis on rural communities; workforce development and training; utilizing utility data to validate energy savings; and assisting disadvantaged communities.
